This is one of my fav abilities that blood can randomly throw out there. Some use it to get that busrt DPS than there are those that are so twisted that they use it on their fellow players with low HP.
What do you use it for?

Generally I don't care about anyone elses dps because I'm not a rogue and I'm not tricksing anyone, so I use it on myself...... DURP.
Same when I'm tanking. 1% HP per second is laughable damage, and I pump out some extra threat. (I use this in 5 mans). In 25s I usually toss it on a kitty or warrior. (When tanking)

I use GRID for my unit frames, so this macro I made is pretty good for it.
#showtooltip hysteria
/cast Hysteria; Hysteria
You just move your mouse over which target you want, then press it. Don't have to click them, so while tanking I can put it on a huntard or something and still keep hitting boss.
Same @#$%, less typing:
#showtooltip
/cast

Someone doesn't know how macros work, or just likes putting way more script than needed.
Exist means if you're clicking on them, or yourself if none clicked. @mouseover means when you move your mouse over their raid frame. (you can also @mouseover for enemy targets, so like:)
#showtooltip
/cast Dark Command; Dark Command
So I can put my mouse over say Hunter in group 3 (using grid) and I'm in group 1, I can still put it on him without untargeting my
That "Someone" must be you.
With auto-self-cast, it tend to cast on me whenever it not find appropriate target where I told it to.
And you don't need to write spell name twice, wasting macro space.
/cast
has same effect.
