I would say hold out on going Arcane until level 64, as that is when you get Arcane Blast. Fire would be a good choice but ultimately Frost will get you by just fine. Nobody is going to complain if you DPS as Frost, and your DPS will still rise compared to solo as you need not worry about your survivability.

It will be better to go fire only if you know most of da time you will spend in dungeons. Fire is overrated until you have the gear for it(yet again). Best off sticking with frost until 80 then going arcane now. Not only does it save you from dealing with downtime, but it also gives you a higher survivability chance with stupid pugs. The reason that people don't go arcane at 70 is simple, you want to limit downtime while grinding. Frost has the higest DPM/DPS ratio available limiting downtime. Crunch the math yourself.

i was fire untill 43 then went frost but ultimatly regretted starting off as fire
main reason for this is because
in instances i would /p MB or OOM as i was always out of mana but tank would go on , i would get given out 2 because i wasnt doing enough damage because i was always drinking
since speccing frost i have less downtime in instances and solo

Currently, I have a 63 Fire Mage and I pull around 600 to 800 dps. If you use Living Bomb with the glyph for it, the ticks can be criticals, which can set of the Hot Streak and score you that extra Pyroblast. Then, lay down a Flamestrike and barrage the mobs with Blizzard. If you put on the Mage Armor, you shouldn't have too much of an issue with going oom and take advantage of the mana refund talents in the Fire tree.
The biggest issue that I have is gaining too much aggro, unless there is a Pally tank. I <3 Pallys.

P.S. I cannot understand why people go frost after 70? With arcane you have more hit,AI gives you a good damage boost, slow will hold mobs away from ya, evocation 2 min CD, POM istant cast and ABX4 (debuff) + Missile barrage you have two mobs dead.
More hit, dps, slow etc. doesn't help you if you're dead. Arcane is not very survivable while leveling. A properly spec'ed frost build can kill PvE just as well as arcane and a solo frost player has many more resources to take a beating and still come out the winner. With arcane, your damage can be huge in a group, but you are the opitome of a glass cannon; totally at the mercy of others to cover your defenses. While solo you might be fine 95% of the time, but when something bad happens you'll have a harder time getting out of it alive spec'ed for arcane.
