the video looks like it's showing buttontimers.
dotimer, forte, needtoknow, event horizon are all options. i use buttontimers for my lock and needtoknow for my other classes.

Yep, the video shows buttontimers. I used it myself as well when I just started raiding on my lock, but now I prefer ForteXorcist. It has the added functionality of showing spells that fail to land and telling me why (resisted, target immune, grounding totem etc.).
Just as an FYI: I also use GoodNewsEveryone to keep track of decimation / MC procs ^^

quartz does the job for me and you may be using quartz already to show latency in your cast bar. Unfortunately the cast bar and dot timers are linked together (can't move one without moving the other, but you can turn one off). It works well for me after I adjusted sizes and settings to fit my needs, so I have not tried any other.
btw, the buffs bars can be detached from whatever frame they're attached to. it's a drop down "anchored to", choose 'free'.

yeah, it's just been updated so it doesn't have to use its own standalone menu system but it's not massively improved.
