Need Video Card Suggestions

So, the last thread I posted I had an issue with my sound on my laptop. Took it to get fixed and they said it'd cost $400 to get it. Scrapped the laptop and bought a desktop. I think it's a decent system, but the Video Card is meh. I'm not really that knowledgeable about computers so looking for suggestions for a video card replacement.
Currently under settings in WoW I have settings (the important ones like particle density, view distance, etc up and turned down shadows and such) at around 2/3-3/4 of the way up. I'm at about 20-27FPS in 25man raids. If possible I'd like to get at least 40+ on the same or higher settings.
My computer stats:
Processor: AMD Athlon II X4 630 Processor 2.80 GHz
Ram: 6 gig
OS: Windows 7 (64 bit)
Resolution (both in/out of game): 1600x900
GPU that came with the computer: NVIDIA Geforce 9100
Price Range: <$250 (if possible looking in the 150-200 range)

Personally I much prefer GeForce cards. For a cheap yet very powerful card, the GeForce GTS 250 is the one for you (

). I have heard this can easily run WoW in Ultra graphics with 60fps in dala on a good computer. There is one small catch though which I came accross. This card needs a lot of power to run, otherwise the computer will crash. A recomended power supply is the
Corsair 550 watt gaming PSU
- Though expensive it will laast years and will run the graphics card with no problems. Want to know why having a decent power pack is important?
