Northrend Construction and world progression

Since the launch of WOTLK, we've seen the construction of an entire arena complex, yet the poor peons in Valiance Keep are still lining up to build a puny structure in the middle of the town. Same with the guys in Westguard Keep and throughout the rest of Northrend. Has Varian cut off the budget? Will we ever see these structures completed? (Sorry my only 80 is Ally, I haven't seen the Horde side of things)
What I'm getting to is that I think a progressively building world may draw people in a bit more. I understand adding new structures in each patch is a butt-load of work. But if it is planned ahead of time, it can really lend to story telling progression and player interest. Say you see construction on a building in Cataclsym, and it ends up to be a house for badge vendors after a patch or two. Same can be said for the dialog between NPCs. I'm talking about very minor things, they wont affect gameplay too much,
just simply bringing the world to life

I for one was totally stoked to run around Stormwind Harbor when it was added, and still hope that more activities, NPCs and vendors will be added to it to make it feel more like a real city.
Anyone think these areas (and all "stale" areas) will ever be developed? Say a patch before Cataclysm, to tie things up? "We bested the Lich King, fended off the scourge, now we're going to plant a foothold here!" Even after 4.0, I'd like to see minor changes here and there with patches that progress the world little by little. Perhaps furthering the devastation caused by Deathwing instead of it happening all at once when 4.0 is released? Thoughts?
Apologies if this has already been discussed, didn't quite know what to search for.

I like the idea. Also adding a few new houses here and there and mabey a npc or two wont be too hard. It would make the patches take longer to download so we would have to put up with the 13 year old crowed complaining, but ohh well...

In 4.0 maybe they'll finally get a roof on the thing.
Imagine if there was a patch in vanilla, or even BC after a while where they did put a roof on it, and moved the lady in the bunks into the inn, maybe added a Profession trainer. Now granted not too many people over lvl 20 are going to be going back to check it out. But it could be like "Remember when.." Something older players can share with the new ones. Sorta like all the pets and mounts that are not available anymore. Add to the world, or even take away! Say a non-lore NPC dies, and other NPCs are talking about it. After Deathwing hits, buildings that were crippled initially finally collapse.
There would have to be some time between these, or maybe even just once during the expansion patches.
I guess the other question is; What would have to be sacrificed in patches to accommodate this?

Yikes!
Does anyone have any idea what goes into changing aspects of the world? Did Blizzard make their own "map editor" and is able to drag and drop pieces of the world around like we do when making Starcraft maps? Just curious really. Seeing how viable it would actually be. lol.

Similar to the inn in Westfall? It's been 5 years, it doesn't take that long to put a roof on the damn thing!
Similarly the Stormwind Harbor went up really ****ing fast, didn't it?

Better idea for the inn in westfall, a patch before cataclysm, the roof is fixed and the npc's brag about how nice it is, then when cataclysm hits, it breaks again.

Pretty sure all our stuff is completed on time and budget. I guess Grunts > Peons amirite?
