Improvements to World PvP

I have noticed that in WoW very little World PvP takes place. My main is on a PvE realm but other characters I have made on PvP realms experience few PvP battles (most of which are high levels killing all the NPCs and players in towns) outside of battlegrounds.
I have been thinking and have came up with a few possible ways to improve PvP:
Make players only able to attack other players up to 10 levels below them - unless the lower level players initiate combat. (No limit on players that you can attack that are of higher level)
Improve guards: back in Vanilla town guards may have posed somewhat of a threat, however they certainly do not today so making them higher level would make it harder for them to disrupt low-levels questing.
Another idea would be to keep guards the same level but if a town is constantly attacked, a group of high level guards will fly in and attempt to destroy the enemy players.
Make more world PvP objectives (specificly ones that give zone-wide buffs) especially in lower level zones (in these zones however you must be within a certain level range to capture objectives.
Make zone-wide PvP buffs (like
Hellfire Superiority
) world wide - but do not make damage benefits apply to players (to not make factions overpowered). This will encourage more PvE'ers to PvP as it will make dungeons and raids easier.
Make faction leader kills more rewarding, for example a 2 hour buff that gives +5% damage to all non-player characters (for PvE'ers; PvP'ers
would
should want to raid cities for fun). This could stack so a full clear of all 4 opposing faction leaders would result in +20% damage.
If anyone else has any ideas, or they see a problem with my ideas (and possibly have a solution to that problem), or think world PvP is fine as it is now: please post and let your thoughts be heard

The thing I like about world pvp is that its random. I do like the 10lvl idea. This would cut back on ganking in Hillsbrad and STV from higher lvl players.
The gaurd issue is nice. XR gets raided alot by Ally, and the guards dont do anything. A few Horde stop in, but at times its a lost cause. When a two 80s kill the gaurds while a lock starts summoning the other 35 ppl in their raid, the few Horde there cant do anything. The flying elite gaurds would help alot.
Than theres Tarren Mill. AoE groups are a pain in the ass, and makes questing an all day event.
I think the Zone buffs would be hard for Azeroth. Outland was different. There arent as many zones, and most zone dont have something that could benefit either side. Plus, not every zone has a faction that one can rep grind. Silithus, is the only zone that I can think of that has anything to that effect.
If more zones had a rep grindable faction than I can see this being a good idea.

make a zone where everyone is flagged and give a reason to get people to go there (not like WG but some sort of city where everyone is flagged, can fight, and make a reason for people to want to, or need to go there)
Maybe another town like Halaa for level 80's. But something like that would just annoy people who are questing as they will just want to get their quests done. Maybe make something like that for PvP servers only, and for PvE servers just make it a neutral town. Which gives me another idea:

Cuz those Goblins are in it for the money. They stay nuetral so they can play both sides for the coin. I mean would you go into a town that favors one faction over another?

If by "go into a town" you mean "kill everybody in it", then yes.
I mean a nuetral town. If the goblin settlements didnt have the elite gaurds that stomped anyone that attacked a flagged player of the opposite faction than, the dominant faction would control it. This would cause questing issues, seeing as BB, Gad, Everlook, ect are used by both factions, and if the gaurds didnt keep everyone in check than goblin settlements would be a war zone.

I would hate this. That's become the only way I can get any decent world pvp in at all lately.
While levelling alts with a friend of mine we have a thing of if it happens once, ignore it, anymore and pick as big a fight as you can.
Christmas day we were in stv levelling alts (holy pala/arms warr) and being the wonderful little hooligans we are, attacked everything in sight, by this I dont mean camping, I mean kill you, move on, if I see you 2minutes later by chance you better believe you're getting attacked again.
We then end up being ganked by two level 80 pve geared scrubs. Ignored it, they continued to camp and so we switched over to the mains.
The final result was a 2hour battle all over the zone between 3horde in full relentless set and 6allies with maybe 6resi between them.
Seriously if people didn't gank me on alts i'd have no excuse to camp them on their mains, I love the whole "bigger fish" scenario in world pvp.

think
about it before they : chase them down, one-shot them, and camp them for half an hour.
It's just not right that they get off without so much as a slap on the wrist for potentially ruining someone else's day/week/month/gaming experience/etc.
I say bring back the honor loss for killing gray players. Start off small, then have it increase exponentially until they've killed an opposing player who is at least yellow to them. That way, hardcore PvPers, people who grind honor for epic gems, and numerous others will actually be penalized in some fashion for camping someone.

What about PvE'ers that don't farm honor? How would they be penalized for killing low level players? Maybe something simillar - like losing emblems, but emblems are significantly harder to get than honor so it would be harder to make a curve on how many to remove.
I think a better idea would be - after about 2 or 3 kills - damaging a certain % of gear, but not just currently equipped gear (80's could strip down to avoid the durability loss) but ALL gear, even in the bank.
