Cons is actually an awful tool for
establishing
AoE aggro. It's incredibly nice for holding it, but mobs run through it and take one tick for 400 damage or whatever and they completely ignore you. If you're talking about heroics trash use SoComm and go HotR-> HS -> ShoR -> Cons, then rinse and repeat.

It strictly depends on mobs placement and amount of brain your DPS'ers happened to obtain.
I usually tell to wait for Consecration before opening fire, iа that's pull suitable for AoE attack.
But I start with body pull/AS/HotR in order, appropriate for current pack, and only then drop Consecration.
Classic example is a packs on the UK stairs. They are too spreaded to be effectively simultaneously controlled by any of our abilities at once. So, you start with bodypull to the nearest caster and AS the other one to force it to run to your side.

Seal of Command will solve all of your problems with AoE Threat in Heroics - so just respec and pick it up.
My recount shows up HotR > SoComm > Cons DOT Tick as the 3 primary dmg dealers in Hc's.
Just slap a mob with HotR as you go past, keep HS up as much as you time, and drop a consecration when you have things positioned. I think i'm usually doing about 4K DPS atm in Hc's and i've yet to have a dpser pull off me.
Best of luck, and if in doubt, just keep your pulls smaller, say 2-3 mobs instead of 7-8+

Yeah I would do the following:
Respec and get Seal of Command (Cleave)
BEFORE the pull, use Holy Shield
First thing you do as the pull is either Avenger's Shield or HotR.
With just using HotR you will essentially have aggro lock for 4 targets. If Avenger's Shield is used, that's even more of a lock. I generally use Consecration after both HotR and SoR. With the cleave effect, you should have zero aggro issues.
