when in a party or a raid, whenever some one marks a target, in my chat window i see " <name> sets "mark" on <target name> "
is this an addon? or is it something blizzard added to the game?
if its ana ddon can some one tell me which and how to remove it please?

It very may well be a broadcast feature of a targeting addon used by the tank.
I am one of the tanks >< and it's not a broadcast, it simply shows on my screen like an emote when i mark things up ><

Never used Simple Marker, and it doesn't count this chat message as a feature in the WOWI description, but disable that addon and see what happens.

wow is down atm, but ive searched and looked at all the addons that i havnt used before, and theres none there that would be responsible.
leaving me with 2 addons that
could have a chance
of being the addon that does that is DBM and MSBT. every other addon im 99.9% sure it isnt it.
Is all else fails the best way to do this is to use the process of elimination -
Disable one addon at a time until it stops announcing the marked targets, when it stops, you will know which addon is responsible.

Download AddonControlPanel.
Get in a group/raid.
Mark something, see if it happens.
Disable half your addons.
See if it stops.
If it stops, you know the half you disabled includes the one that does it.
Enable half of those you just disabled.
Keep doing that until you find the one you want.
Binary searching is fast, and easier than doing addons one-by-one. Getting an addon like AddonControlPanel lets you do it with a simple /reloadui in between changing your addon configuration.
