It's hard to see what would be the best upgrade for you without simming your toon.
When looking for an upgrade I always try to head towards the 2-set tier bonus. I know that its going to take me a while to get the extra emblems but in the end it's going to be worth it.
At the moment you haven't got a 2-set bonus of T9 or T10 so I'd work towards trying to get one of them. The T9 can be bought with Triumphs so you can save your Frost emblems up until you can get a 2 piece T10.
