Why are Spirit Shard not classified as currency?

Probably because they don't show up on the Currency tab of the player character window. They're just an item like any other, and that's Blizzard's decision, not Wowhead's.
There was -- eons ago, in the dark ages, when the Currency tab was introduced -- a suggestion that spirit shards and other "obviously currency" tokens should be added to the tab, which got a Blue post pointing out that making that conversion is (apparently for technical reasons) not a trivial decision.

Yeah, that's exactly why. They're technically a currency, since they are an item used for purchasing something else, but the game doesn't recognize them as such, and they just sit in the character's inventory. Similar items include seasonal currencies such as this event's Love Token, the Brewfest Prize Tokens, Coin of Ancestry, etc. These items are currently categorized as whatever Blizzard decides to categorize them as - typically either 'Quest' or 'Junk' - I don't really see any reason why I shouldn't move them into the Currency category with the rest, though. I'll talk it over with the others.
