DW Frost is notorious for threat gen problems. It's best to scrap tank weps altogether and DW dps ones. Dual Nighttime are what I used on my DK until I went back to Blood tanking (just liked the feel of it better).
The dps trinket needs to go, if you can get the new badge trinket it's damn sexy.
Also, you should be gemming pure Stamina once you've read the def cap. Parry gives the worst return per rating, and the way damage is dealt in this expansion.... Stamina is king. You're 16 over defense cap, so you can lose some of those defense gems.

Also, looking at your spec, I see that you don't have Threat of Thassarian or Nerves of Cold Steel, despite your dual wielding. Both increase damage, which therefore increases threat. Also, for dual wielding I'm kind of surprised to not see Improved Icy Talons, its one of the things that makes dual wielding DPS weapons possible. Extra runic power is also a talent choice that I have not seen before, seeing as improving the cap is unnecessary since with IIT and Runestrike you should be dishing out runic power faster than it hits 100, much less 130.
But to reiterate what everyone else has said, soft cap on defense is 540, and every 25? points after that net you another 1% dodge and parry I think. Not sure about that last statement though.
