Hit rating as a healer?

I was looking at some of the top disc priests right now... and this one is gemmed for hit rating... it made no sense, anyone care to enlighten me?

Most likely it's because they're a PVPer and are using that +hit to increase the chance of a successful Mass Dispell.
Ever had a Psychic Scream miss? That's always fun.
Aside from that there are also times when you want to play a little offense as a Disc. Priest. They aren't Druids and don't have to strip naked to use offensive spells.

It's hit. I've seen some even go with spell pen and spec smite, but I'm not sold on that. For me it was always trying to balance resil with spell power and just enough hit to get over the annoyance of missing on the only "cc" a priest has.
But I'm nobody as far as ratings and all that goes. I've merely played it. You may want to consult a professional.

You don't need spell pen for any holy spell, as there is no spell resistance in game. The spell pen is specifically for shadow spells, mana burn, fear, ect ..., where as the hit does apply to all your spells. There is nothing more upsetting than losing due to a missed fear, and while I do not like going for it, I
am
at 6% hit (4% for pvp, another 2% for racials) and have 130 spell pen.

That's not what I meant to imply. Unless you're loaded with BiS gear I don't see how doing both is really all that efficient. But again you can probably chalk that up to my lack of experience.

its more of the issue that its less efficient to let a paladin or mage bubble and get full hp, because your stuff resisted, or to let the rogue or warrior not get feared while they are beating on you, because of a resist.

Most people know that offensive abilities like psychic scream, mass dispel, and mana burn benefit from hit rating and spell penetration. What most people don't know is that defensive dispelling also goes through a resist/hit check. If you are not hit/spell pen capped, you will miss vital dispels offensively and defensively.

You need 4% hit against most people and 2% extra percent for racails. If you are capped you will never see "Miss" on your fears, mana burns, smites etc..
You need 130spell pentration to lower enemy resistances by 130. This is to counter Shadow Resist Aura, Shadow protection, and mage armor. If you have 130, you will not see "resist" on your fears, shadow word deaths, mana burns and any other shadow related spell.
