How to fix a guild, or leave it.

We had a similar situation where the "hardcore" raiders (including GM and several officers) left to form their own Raiding Guild. After the first few days of uncertainty we decided to rebuild the guild. We did this by recruiting on the official WoW realm forums and by just advertising in trade chat.
Needless to say after a few weeks of this form of advertising we had a guild that successfully raided 10man content and now we also successfully raid 25 man content (co-op with another guild admittedly for 25 man content)...maybe we wont see the Lich King fall within the next few months....but we are having fun whilst trying the other bosses.
So if you enjoy being in your guild and playing/socialising with the other guildies...i would say stick it out and see if you can rebuild.

Unfortunately, despite your best intentions, I don't know if you'll be able to save your guild. With your GM inactive, there's just a feeling of impending doom that I'm not sure you'll ever be able to escape from. You never really know when or if they'll come back, or if they'll just disband the guild without warning one day. While you may have a wonderful leader, and you may trust him implicitly, things like this are entirely too common. Real life drama has a habit of changing one's outlook on the game.
In the end, even if you're running the guild, you're not the one with administrative powers, and what happens to the guild depends entirely on someone else's whims. Recruiting new members into this situation isn't entirely fair to them.
If you have a way of contacting your GM and asking him to hand over leadership, it may be worth trying to save. Otherwise, I'd suggest saving your sanity and abandoning ship. Rebuilding a guild is a long and frustrating process, and one that rarely seems to be successful. You can always create a channel to keep in touch with your former guild members if you decide to part ways.
