Your pc doesn't seem to be rendering borders. Just back out and log in again. After 1 or 2 more tries it should be good.

I'm not sure how else to help outside of running the repair.exe or another full reinstall. On a side note though, why do type your whole post in bold?

Move or Rename or Delete the "WTF" folder, your settings will be reset.
Delete the "Cache" folder, this will harm nothing but might fix it.
The game will recreate these at defaults.
If that does not help, Run a DXDIAG report and post it here.

I did all of the above. Dxdiag reported no problems
I have downloaded all patches and gotten wow up and running..
I still do not get boxes or anything. My in-game screen looks like this

Can you Save, copy and post the Dxdiag report here please. Just because it says it has no problems does not mean there is not one. You obviously have a video corruption issue, which the report will help us figure out.

You have an unsupported video driver version. This should help you with your issue:
Missing UI with GMA 965 - Vista
Also, check for an updated Soundcard driver, there should be something newer than 2007.
Check for new software and Drivers here.
