Your frame rates are not a direct result of your connection. Your lag IS.
Frame rates are affected by your computers quality of hardware. i.e. the better your video card, the higher your frame rates.
as a slight correction... Lag is not 100% caused by network speed, that is a common misconception. If your latency is below 200-300, the lag is likely not caused by the connection speed. If the LAT is fine, your problem rests with software and possibly hardware. WoW is extremely heavy on CPU usage, and having to much running can cause lag also. A full Hard-drive can cause Lag, and even a virus-scanner doing its scheduled scan int he background can cause lag. It all depends on the situation. Therfor NOT all lag is network based as many believe.
Framerates are the same. You can have a great video card in a junk syste, will still cause smaller FPS. Lag can cause low FPS also, but on the other hand i have seen lag where the frame rate is high. Its all situation based and everyone should be treated as a separate case. Just because it works for one person does not mean it works for another, all computers are different, even if they are the same hardware and software.
There are typically two types of Lag, Network and Video... An example of network lag is someone running in place, or the mailbox running slow. An example of graphic and hardware lag is a stuttering screen, things seem to appear and disappear while moving, or turning seems to move in steps and not smoothly..
