Hmm...Caster's beginning spells?

After searching for a fresh new class to kick off wow with, (after quitting at the beginning of 3.2.0)
I have realized that the spells like Fireball, Smite, and Shadow Bolt have become MUCH less mana-consuming than they used to be. I used to drink every monster because Shadow Bolt took up 1/4 of my mana pool, making casters one of my least favorite classes. (First impression at least.)
Is it just me or were these spells changed?

So as the character progresses, the spells become more mana-consuming?
It seems as if they have made it a percentage instead of a flat mana rate, so wouldn't it stay the same? (compared to your current mana)

I'm not sure if they decreased the mana cost, but I know they changed the mana regen rate. It's crazy-high for new characters but slowly decreases to normal regen rate by level 15.
I guess they didn't want people to quit casters too early because you would have to drink every couple of mobs. And I'm grateful for it, I was able to level my priest very quickly because of this.

All spell costs that I can think of are based on % base mana. Beginning spells and ones that you get early on are less mana consuming, but eventually move up to the consistent % base mana.

@ OP
Well, as a warlock I can tell you that if you are having mana issues casting shadowbolt while you're leveling (that's what it sounds like), then it would be a good idea to switch to affliction where all you do is DoT DoT DoT / fear / lifetap / drain life.
