1) In 25's I would say stick to your assignment, as the damage taken is more severe than 10's and you have 3+ other healers that SHOULD be doing there job. 10's I've found it works fine to just heal whoever needs it, while maybe not optimal, having only 2 healers means the you have to cover for the other sometimes, stuns/silenced/spiked , running from fire, etc.
2) FoL spam on the group, or HL spam if they are all close together for splash. Pallies have no real AoE heal, JoL + HL spash is the best it gets. But it isn't needed, FL spam + HS should be quick & strong enough to cover 5 mans 95% of the time. In raids you might save people here & there or provided spot coverage, but you shouldn't be the main raid healer, let a class with abilities tailored for it handle that task.

1) It depends on the fight. With heavy raid damage, I beacon my assignment and spam raid heals. Without it, I beacon another tank and focus on keeping my tank up. I think which strategy you use is situational.
2) Divine Sacrifice and Divine Guardian are our tools to do that. Other than that, triage and spell selection are your best bet.
