Here are people doing Heroic HoR (and other heroic ICC 5-mans) in full blues:

They are doing it to prove that blizz is making game easy enough to clear all content (excluding hard modes) in blues ... their plan is to clear 25 man icc in blues, but they aren't there yet.

It's been well established that gear levels are simply a measure of the
maximum potential of a player. No amount of skill will take you above your maximum potential DPS/TPS/HPS.
ICC25 will
never be completed by a raid with full blues and no epics in WotLK, by the simple lack of potential. Healers don't put enough HPS out, and to increase the number of healers means decreasing the number of DPS, which would already be hurting so much because of the potential limit. Tanks simply don't have the EH to survive without many more healers than are normally used. Even if the tanks miraculously survived the amount of sheer damage they take, there would not be enough damage to break enrage timers.
Their highest DPS didn't quite break 4k, which does show leet skills, but it's just not enough.
Out of curiosity, are they planning to not use epic gems?
I don't see anything about them doing ICC25, but I do see that they plan on doing naxx. Shouldn't be too hard.
They started the experiment a month ago, I believe, so some people are leveling from scratch, others have transfered toons. Therefore I would say there isn't enough time for them to have 25 raid-ready people yet.
It's actually 1 person that started it, and has an open invitation,so you can join right now (I have plenty of alts, and I'm not looking for a hard challenge). I believe it's also on European servers, not US.
They do plan to use epic gems, and best shoulder enchants. The thinking is that those don't require raiding. I think BiS enchantments are also ok, although if they drop only in raids ... than I don't know.
The experiment's goal isn't to beat ICC right now. Blizz indicated they will nerf content, I believe the goal is to beat ICC, and after nerf is ok. Just to prove that you can see all content regardless of gear - not that you can get world-first in blue gear.
The goal of running easy raids such as Naxx, etc, is to root out anyone who's not doing proper dps or can't tank/heal - they can't use gear from naxx, they could de it and sell the mats to finance food/elixirs though. The Leader of experiment made it clear that everyone is invited, and anyone can be kicked for low performance. There won't be much discussion, it's not a social guild.
There is also a requirement that you don't raid on your toon beyond what the guild does. So like you can't have full-epic gear in bank and be raiding ICC, etc. and perfecting your skill. You should be working on your toon in the blue gear. (you probably could raid outside the guild in blue gear). The guy also said he doesn't want someone to make a toon same as their main toon. So lets say you cleared ICC on a rogue. Don't make a rogue for his guild. If you want to join, pick a class you're not as familiar with.
Their highest dps is 4k in a 5 man. This isn't full raid buffs.
I think we can all agree than in 2 months, a lot of people will be saying ICC is a faceroll. Blizz will adjust it so that social guilds (in epics) can progress. The thinking goes ... people in blues with skill should be able to clear it.
Just to add, this same person has cleared ulduar 10 in blues (besides hard modes, so no algalon, etc). He did it with a good guild though which has cleared ulduar (full) in regular gear ... this was at the time when ulduar was end-game.
