You won't have any real problem with RP in 2H spec you posted. I'm using
similar one
right now. It's skewed a bit to support, but still viable tank spec. However, the RP gain is somewhat lower than with Scent of Blood (where you literally drove in RP tide and have to dump it every rotation).
Also, with DW you can twist to something like

, and it's unclear to me, as to what will give you more threat. Either trading a bit of it, you gain alot of utility for tanking heroics from shortened Death Grip cooldown.
ADD: Another idea was to drop Chill of the Grave completely, and leave RP dump to the Rune Strike solely... (approx 2 strikes per rotation) but then, what to do with talent point spent into Frost Strike?

since your 2hand spec has merciless combat, chill of the grave and deathchill i'm assuming that your thinking those 5 points spent there were required to move down the tier.
technically those 5 points were part of the freed up talents. yes your required to place them somewhere in the tree to reach the bottom but you still technically have the freedom to choose where they go based on the options you have available.
scent of blood imo is recommended in 2hand or dw specs...dw i'd recommend more points if your wearing 2 tanking weapons. the faster strikes will help generate more rp for the amount of rp you'll spend on the faster runestrikes. i also believe this advice would help anyone thinking of using 2 tanking weapons over 2 dps weapons.

Well, you are right and they are mostly fillers, but consider these reasons:
First, it's not raiding spec, as it contains "a bit too much" utility, even for my taste.
It's intended for HC grinding, and it works "good enough" for now.
IIT - permanent haste buff, plus raid haste. Rogues and warriors not regretting it, and Ench shammy is something I rarely see. It's like 50% Ele, 30% resto, 20% Ench. While Ele and Resto rarely drop Windfury. (Probably only Resto shammy that do Windfury in melee heavy party is me...)
Endless Winter - cheap interrupt. Again, utility talent, that you don't really need in raids. I mean, realistiacally speaking.
Glacier Rot - after Glyped Howling Blast, is a big DPS boost.
Deathchill - not taken, here's why: It's one crit every 2 min, not something I would count on, may be only one use is an initial multimob pull, Deathchill -> Howling Blast -> Lots of threat. But then, with the current speedruns, it's less than a minute between packs, and I don't have spare slots for separate DeathHB macro. Better spend this point elsewhere.
Merciless Combat - while it may be looks redundant, I often find myself in situation, where I target next mob with 20-30% health and my threat lead rapidly leaking. The more DPS i could put on it, the less likely will I need to taunt, thus saving taunt coldown for possible Real Bad(tm) situation.
Acclimation... Most of the time it's really not that great, but when you receive some persistent magic damage, it really helps.
Guile of Gorefiend - that one poind I didn't put into Deathchill. As small the bonus looks like, it's still one hell of a lifesaver at first, and the nice threat boost at least.
Also, Virulence against Scent of Blood, it's really a matter of preferences. You can balance these two as much as you like, or put more points into Guile of Gorefiend... But keep in mind that your taunts going by spellhit. Also your Icy Touch, even rarely used, it's sad when it miss, reducing your Obliterate/Death Strike effect in half.
