Figuring I could re-vendor to get my badges back, I got the 4-set and tested it out. Personally I don't care enough to bother with numbers, but here are some observations. Many of you already know its bad, this is just in-depth personal opinions if you care to read and comment.
Tested in both disc and holy specs, 613 haste:
1.62 second penance cast
1.22 second cast flash heal as disc
1.26 second cast flash heal as holy
I won't argue with the proc rate being 20%. However, for consistent healing its too random. I spam healed for nearly an hour, and procced it 5 times in a row max. I also went up to 20 casts without a proc. While it's certainly very nice when it procs that many times in a row, its very rare. (to note, it CAN reset off of the surge of light flash)
Other thoughts (
and this is what I would like people to post thoughts on
):
Healing is not necessarily something you should leave to chance. This is why we pre-heal or overheal on certain encounters (say, festergut on the tanks after 3rd spore). While some procs like trauma or the abicus can be justified for some classes (trauma for resto shaman or druid for instance) under some situations (heavy aoe for instance) those procs have the benefit of being passive, not requiring the user to change their healing strategy to see some benefit. This bonus however assumes that
1. You HAVE to cast flash heal after either penance or circle of healing
2. You will cast penance/circle of healing immediately after flash, IF the flash resets the cooldown.
What I'm finding is that the reaction time necessary to gain the benefit of the bonus is not conducive to the combination of the amount of healing required in icc25 or heroic modes combined with the already relatively short cooldowns on coh and penance. At BEST with 1second GC and the cast times posted above I would save 4 out of 6 seconds on circle of healing (if it procced off surge of light) or 5.16 out of 8 seconds on penance. Knowing all this, what strikes me as the worst part about it is that i would have to make a split-second decision to decide which spell to cast, which doesn't seem plausible because its wasted time where I could be casting something else, even if my reaction time is, say, 0.5 seconds. Considering this wasted reaction time, imho the best case senario would be a mod like power auras telling you it is available again, and using it one cast AFTER you could have used it, in which case it would save at best 3 out of 6 seconds on coh or 4.16 out of 8 seconds on penance.
~50% saved off cooldown seems nice, but the 20% chance to proc it and the necessity of quick player reaction to use it makes it essentially worthless

Original post: Can ANYONE report on whether the 4-set is worth losing the tier 9 2-set bonus? I'm usually holy spec if that makes a difference... Its just I have the badges to buy two more pieces unless I should spend them elsewhere. Right now I'm using Helm/shoulders tier 10 and gloves/legs tier 9.

Bump for observations. Those good with statistics can correct me, but if, as I said, you save 50% off the cooldown when you manage to proc the 4-piece, and that proc is 20% of the time, that would save an average of 10% off the cooldown yes? So, if the tier ten 4-set was used PERFECTLY you'd have an increase in the healing done from penance and coh by 10%, not counting lag or player error. Considering coh and penance are limited to either a deep holy or deep disc spec, you can't access both, so this will technically add 10% to, spec dependent, either ONLY coh or ONLY penance, and its not a passive effect. +20% healing to pom for tier 9 is much better, both for the higher % healed and the fact that its passive.
But we all already knew this didn't we...
