Like you said, your gear is decent enough.
However, you do not have enchants on your chest, legs, boots, or bracers. In addition, the +hit enchant on your gloves and the two +hit gems are wholly unnecessary. The raiding hit cap for balance is 10% spell hit or 263 hit rating.
I think if you fully enchant your gear and lose the extra hit, you would see a marked improvement.

EU armory seems to be borked for me but looking at some of the stats that I can see:
You are over hit cap by 100 rating.
You are past the soft cap on haste by ~263 rating. It's not bad but if you can find gear that would shift that over to crit you will see some pretty hefty gains.
Red - 23SP
Yellow - 12SP/10crit as long as you get 3 SP or more if not use 23SP reds.
Blue - 12SP/10Spirit for 2 sockets and the rest should be 23SP gems.
The only stat you ever gem straight for is SP never crit, haste, or hit.
Chants:
Back - 23 haste
Chest - +8 or +10 stats
Bracers - +30 SP
Gloves - +28 SP
Legs - 50SP/20Spirit
Feet - Tuskar Vitality (minor run speed boost and 15 stam) Hefty boost in high movement fights.
If you already have these chants then the armory being as borked as it is caused me to be unable to see them.
Glyphs:
The best single target damage boost you can have is SF, MF and IS glyphs. If you are required by your raidlead to have an unglyphed IS the best choice for the 3rd glyph is the Glyph of Starfall.
Mana regen:
You mana pool is large enough that you should only have OoC as a mana regen talent.
OoC > Intensity > Dreamstate > Moonglow
If you really really need the mana regen for some reason then Intensity is going to be much better for you for then dreamstate ever will.
56/0/13 + 2
This is your best build for a talent build.
the remaining point should go into talents you feel you need.
Gale Winds
is a boost to Trash dps only.
Typhoon
is situational if used for knockback and if you remove the knockback only useful on long movement phases or trash dps.
Brambles
is a somewhat useful skil to spend the points into but not a really large boost to single target dps compared to some others.
Owlkin Frenzy
is starting to become a viable place to spend points into but is VERY fight specific in ICC.

If thats an option i would highly recommend it. Bis atm (I believe) is the staff off Marrowgar (Procs the valks) but it is highly sought after.
...
EDIT: Q_Q curly you beat me to it!
Nibelung
would be the staff you are referring to. My guild complains a lot about them running around lol :P I feel like a rockstar with groupies half the time.
As for beating you too it it is about time I beat some peeps lol it's been almost a month since I've gotten a fresh thread i could answer before others :P
Good suggestions on the tier gear! I wish i could have seen the gear itself I could only view the gems and chants :(

You definitely have WAY too many items with spirit, which is making your crit rating suffer. Also, you are 3% over the hit cap. Either get rid of Improved Faerie Fire for some other talent, or get rid of some hit gems/gear in exchange for haste or crit.
Talisman of Resurgence
is completely worthless for a moonkin. And if you value intellect because you have mana issues, crit rating will fix them due to Moonkin Forms mana return on crits.

I'm sorry but the only time you will ever move points out of iFF is if you have another source of it AND you are over both the hit cap and Crit cap by the amount you'd lose...

Tag on question here, but what addons do you guys use for keeping track of iFF, IS, MF, and eclipse CDs?
I tend to be a minimalist, so one add-on that is light-weight would be much appreciated.
Thanks!

Classtimer for IFF, IS and MF, and Squawk and Awe for Eclipse procs.

Squawk and Awe is AMAZING and it is still working! It keeps track of IS, MF, FF, Eclipse, Eclipse CD, Trees, Typhoon, Innervate, trinkets, Procs, and CC abilities!

Squawk & Awe is indeed fully functional again.
I use S&A for IS MF and Eclipse.
I use Quartz for spell queuing only.
As for iFF, and Celd correct me if I'm wrong here, but if you have another Moonkin in the group applying iFF you will still get the 3% boost to crit as long as you have the talents spent. So definitely worth keeping for personal reasons. If you are the only one in your raid that applies the 3% hit buff then taking point out of it for personal gain borks your raid mates and that's just plain stupid.
Oh and Nibelung does appear to have been stealth nerfed for us boomkins. It's mostly anecdotal evidence at this time but there is a noticeable change.

Gracias for the add-on advice. I have used S&A, but it was so long ago i wasn't sure it was even working anymore. Good to hear.
Thanks!

Though this is practically restrained to ferals and moonkins since resto wouldn't normally cast it unless none of the previous are present.
I personnally don't see myself losing points in the talent soon, but with the current crit/haste values, it is a decision that people might want to look at. The point being, if you are over the SF crit soft cap by 3%, the personnal value of the talent does decrease to a point where it might be interesting to look at alternatives.
Benefits of the talent :
- hit : can be replaced by another moonkin or an SP (though we should still cast it if nobody else can give the armor reduction, and a 5min hit buff is nicer if the SP dies or has to focus something else). Hit also comes in enormous chunks with ICC gear, so while there are possibilities to be exactly near the cap, those require to get some precise drops which isn't always easy. This can allow you to cover what you'd lose from the talent without any cost.
- crit : crit rating value does go down somewhat after the soft crit cap, but there's still a large amount of our rotation where it's usefull so it doesn't drop as much as we could think. Nevertheless,
losing points from iFF can allow one to take things like OF (which seems to be somewhat usefull in ICC) for example, without having to empty iIS.
My own opinion is that iFF stays on top of those other talents (unless you really find yourself swamped with hit), gives you flexibility regarding raid composition (ie you don't depend on anyone to get your hit cap), and would be at the very worst a small occasional dps loss. Which is why i'm going to keep it maxed out.
