Bearing in mind that I'm only level 79, and am not the expert that some of these folks are, I can only relate my personal experiences.
Most guides I read still sell Curse of Agony hard. It lasts a decent amount of time, for one thing, so there's no need to recast for awhile. And the longer you can make the match last, the worse they'll be doing. Therefore, it keeps the pressure on. I get that you're prolly going to see lesser benefit up front, but if you're using an Affliction build, then it will still boost your Drain Life and Drain Soul abilities. And, it won't break fear easily, even while doing damage. Even if it's back-weighted, it is still the only curse that does damage. (1740 damage, untalented and unmitigated... which is a major difference between them living and dying) The only thing is, if your target gets a moment to sit down, they can apparently out-eat CoA and Corruption. (Why doesn't the damage of the ticks stop the eating process? Seems to me they ought to)
Though I don't think this is necessarily an argument against CoT and such, I've gotten the most mileage out of CoA when in PvP, pre-80. However, when I've come up against a particularly tough spellcaster -- someone who has already killed me a couple of times -- I've switched to CoT. At the very least, it gave me more time to keep CC'ing them, instead of them getting a spell off at me, after which I could resume doing damage again. Plus, it just &*!@es off a caster to not be able to cast like normal. And Warlocks are really good at @#$%ing off their enemies. ;-)
I'm a personal believer that you ought to switch to Curse of the Elements any time you have another spellcaster backing you up. It lasts a really long time, compared to how long a typical PvP engagement lasts. And so, even if he kills you, someone else might be able to finish him off before he can get someone to pull it off of him.

I like casting Agony and corruption on a bunch of people when we have 13 tenacity and watching the HK message pop up 10 seconds later when they're far away in Wintergrasp. We're going to lose anyways so we might as well have as much fun as possible.
