I'm actually inclined to disagree, depending on the amount of haste you have natively (and the presence of 2pcT10, which I now have). I'm stacked at 970 at the moment and Rawr has +63SP ranking a single DPS point ahead of BM now. Given the possibility of procs being wasted under movement/downtime, I'm more inclined to stick with the former for consistancy.
You should also be wary with Rawr that you have correctly set your average latency in the program. The result above came at virtually none; when I set it to my current lag, +63SP jumped up another 20DPS.
I believe that's because you're over the soft cap for haste. The OP's haste isn't.

Stagger cooldowns, problem solved.
At a certain lvl of spell power, haste becomes more valuable than SP. Use RAWR. When you reach that lvl, use Black Magic.

I'm no expert, but from what I've read, and experienced, haste > SP until somewhere around 600-700 haste, not exactly sure, where they become about equal, then the higher haste goes SP > haste. So the above comment is right, if a little backwards. Normally you will always take BM, maybe even on Staffs (possible +81 SP) if your haste is low. Use RAWR to check if you have enough haste that +81 SP might be better.
However, I believe it would take a LOT more haste to make +63 SP better than BM. The general rule, as I've seen it is to take BM on one-handers and +81 SP on staffs.

If your version was correct, me and my 900+ haste (depending on gearsets) would be advised to stack spell power and that is the opposite of at least what RAWR tells me. The spell power cutoff is roughly 3000 or so, after that haste is king and with it black magic.

Yes, you're right, but you're also at a damn high gear level. It's really all about balancing them out. When I had ~2000 SP and 350 haste, haste was better for me. Now I have ~2300 SP and 750 haste and SP is better. I'm sure when I get close to 3k SP haste will be better again.
