I don't see why you care to be honest.
As I see it, this talent is supposed to help low level Arms warriors tanking in instances. It also allows the making of a gimmick threat build that relies on lots of
overpower
ed Revenges to gain deal more damage while tanking. Might also help in PvP during one of those sword-and-board phases - you know, when the other warrior bladestorms and you pop a one-hander, a shield, shield block and proceed to revenge the hell out of him.
The Revenge portion does not gimp your DPS, I see nothing to complain about. I can understand that this talent might be improved by taking out Revenge to add something more relevant to DPSing, but this talent is already powerful and knowing Blizzard that is not going to happen - and besides it does have some situational uses.

as i recall, i heard someone mention using arms as a kind of tank spec, should it come up in a desperate situation, and this talent helps to spam revenge in order to hold aggro...i cant remember if i saw that here, or on another site.

section 4f talks about potentially tanking using an arms hybrid. Unrelenting assault apparently removes the cooldown on Revenge, so you can simply spam it. haven't tried it myself though, do I don't know if it works or not.

If you just absolutely have to make a gimmick UA tank spec then
here
you go.
Your aoe threat won't be as good without shockwave.
Your single target threat won't be as good without devastate and sword and board.
you won't have as much health, attack power, or expertise trading vitality for strength of arms.
You won't have warbringer.
You won't have as much magic damage reduction or an enrage effect without improved defensive stance.
You won't have critical block or damage shield.
You'll want to take a hunter with you everywhere you go to vig/MD each other in response to your aoe threat problem.
You'll gain stronger deep wounds bleeds with trauma.
You'll gain stronger revenges with unrelenting assault.
You'll gain mortal strike.
You'll gain sweeping strikes. (can pop it before a pull if rage allows then hop in defensive stance)
You'll gain second wind.
In the end it's amusing but not competitive in regards to EH.

Think outside the PvE box.
I think it's because, theoretically, an Arms Warrior could use it while in Defensive Stance, in the occasions they switch to sword-and-board.
Why complain about an extra bell and whistle that you don't use?

This talent fits with Blizzard's stated design philosophy for talent trees. They want players to choose btwn utility talents and have less "must have" talents.
This talent is an early attempt to give more flexibility and to see what the player base could come up with. It doesn't affect you and they are not going to replace it with a dps increaser, so what's the point of the QQ?
Warriors overall are a aged class and I am looking forward to the updates that cataclysm will bring to get us in line with some of the faceroll specs.

It's mainly a PvP talent.
I have had rogues that I downed with a smart shield block+revengespam, or did you guys forget that it can crit up to 5k? 2.5k every sec is pretty damn high in PvP.
Even better, I bet in a warrior versus warriorfight revenge wil mostly have most damage done from both of them.

In a warrior versus warriorfight the warrior playing to most offencive wil almost always hit the dirt.

ITT the sight challenged post things and get angers over nothing.
Question. Do you use every POSSIBLE potential use of the computer you are typing on/viewing this on? If not, you should be angry that it has these options and complain to Microsoft/Apple/etc according to your logic.

I get nuked so much when im arms that being in defensive stance and spamming revenge and spellreflect is all i get to do before i die. Best skill ever.
And pre max level without dual specc (who can afford dual specc on their first character while levelling?) its really nice with a few tanking friendly talents in your levelling tree.
Enrage in fury tree is also such a talent, worthless as dps at lvl80, but great for tanking or solo when levelling.

If you meant it was ironic that you started a troll post and tried to be funny, and not only failed at trolling but also failed at being funny, then yes... it was very ironic.
Otherwise, refer to the meaning of irony, and please, start paying more attention in the middle school you attend. The fact that you linked a tooltip, and still managed to be unable to understand it, really doesn't say much for your reading comprehension. :-/
As to the original topic, we've all pointed out the use for it -- it's for PvP Arms Warriors. Going sword-and-board with Shield Block up against a melee class allows the use of Revenge, and this talent helps make it more viable to do so. The whole point of an Arms Warrior is to be a master of combat, hence talents like Tactical Mastery and this one. They're not meant to only wield a two-hander, but to be versatile as well.
