We don't know is what there saying; there hasn't be any official news on the new Trees. Go look at the actual Cata forums, there might be something there.

They are removing the more static talents in the hope of getting more utility talents. The goal is for "cookie cutter" builds to not be "53/15/0+3" but more like "51/13/0+12" where you're choosing between utility+utility vs. damage+utility. As passive buffs will be given per talent spent in the tree, you still get a damage increase by spending points in that talent.
They are not deepening trees, meaning 51 points will be the deepest requirements for a talent tree. With 5 additional levels, this means you can do something like 51/21/0+4, in other words access to a 51 and 21 point talent (or many other combinations, you could do a 51 and 2 11 pointers, for example).
There may also be new abilities (not just procs) available through trees. However, I believe any utility gotten through trees will be player-specific, as I believe they are taking group buffs out (or at least taking talented increases - e.g. Imp Windfury Totem - out) so that the difference in a tree isn't "raid DPS vs. personal DPS" but rather the specific utility you provide.
