Well checking you over the first thing that shows up is combat spec with muti glyphs. Combat should generally be rocking killing spree, sinister strike and eviscerate glyphs.
Your spec LOOKS ok (nothing stood out as being poor) you do however have no enchants on your weapons. This will be costing you quite a bit. (probably in the region of 500-600dps). You are also using 2 slow weapons rather than fast/slow. Can't really calculate what this is costing you but i'd bet you can call it and the weapon chants a nice round 1k overall.
The enchant on your head, shoulders is the pvp mixed one. Get the rep for the proper one, will add around 60/70 dps.
The glove enchant can be improved (crusher) the boot's enchant can be improved (icewalker) the cloak enchant can be improved (speed or 21 agi). These are probably around 100-150dps all in.
Your gemming is MOSTLY ok. But if you aren't going to take the socket bonus just stuff +40AP into everything.
Ok, onto your questions.
As far as AP and ArP go, there's no magic numbers on AP. The point is that you need to be able to reach around 500/550 ArP without gemming before it's worth looking at ArP gems. I currently stack AP and may continue to even after the ArP threshold is reached, at the moment stacking AP costs me in the region of 12dps vs my best gem (Agi) but gives me an armour set that with 2 tweaks works fine for mutilate without any crit capping etc to worry about. If I went the other way i'd get 12 more dps from combat and loose a fairly big ass chunk from muti.
Far as the rotation goes (for combat) start unstealthed, pop tricks of the trade on your tank a second or 2 before the pull (you have around 8 seconds to start attacking for it to apply correctly, this gives time for energy regen), sinister strike to 1+ combo points, pop slice'n'dice, pop killing spree, pop adrenaline rush, blade flurry and drop into the usual cycle: sinister strike to 5 combo points and evis, refresh slice'n'dice with whatever combo points you have as it's about to expire (you can generally aim for a 5 pointer and get 2 evis's in before it runs out - depends on your hit, crit, haste etc etc tho) pop killing spree, adrenaline rush and blade flurry as they come off cooldown, the exception being if you know heroism or a particular mechanic is on the way. Don't pop adrenaline rush and killing spree together, you get nothing out of it.
