It absolutely, without a doubt, does NOT suck. In fact, it's probably one of my most used spells in arena. Nearly every time I'm not healing/dispelling someone I'm mana burning the opponents healer (or dps with mana).
Things get really fun when I use power infusion and then spam the mana burns :D
Not to mention if you end up 1 on 1 with another mana using class, mana burn comes in handy. Usually you can get one or two mana burns off before they kill off your bubble. In which time you do some evasive maneuvers, a few heals, and then bubble and continue mana burning.

10% max mana burn renders the spell useless in PvE. Previous to this change I *might* mana burn a caster mob instead of doing the usual smite spam. It makes me wonder why mobs still have mana bars anyway.
On Lady Deathwisper the burn with resulting damage drains about 6k mana per second. At this point in game it's nothing special, at best. And it will fall behind even more when players get better equipment.

I'm glad Blizzard raised priest melee damage accordingly to match retribdins and enhance shaman.
