Well, the traditional TtW/Fire build has 0 hit talents in it, and the traditional Arcane/frost build has 6% of hit talents in it. So you have to get 6% more hit as fire than you do just to match arcane. And if you're doing this dps test in a raid, then I think if you only dropped 600 dps, you were lucky.

The hit rating requirement for Fire is, as GenXCub stated, a lot higher than that of Arcane. Since Fire does not have any Hit reducing talents, you'll need the full 17% hit, which means 446 hit rating. You can take 3% off of that if you have a Shadow Priest of Boomkin in your raid, dropping the required Hit rating to 367.
Your rotation seems fine, though depending on if your have a Destro Warlock in your raid who is specced into
Improved Shadow Bolt
than you will not need to cast Scorch, as they both grant the same benefit, and do not stack. Since the Warlock can apply it with his main nuke, and you need to use a "out of the way" spell for it, you should not cast it.
Not sure what your spec, gear or glyphs are (short of Living Bomb) as you didn't provide an Armory link, so I can't help you out any more than this.

If you're missing hit rating that could be part of it--as others have said a FB/TTW build needs 446 hit rating, FFB needs 368 and
Arcane (with IV) only 289

I have an arcane build (57/3/11) and a FFB build (0/51/20). I've given up on keeping my fire spec hitcapped for raiding; just too many item points that could go to more powerful things (use it in heroics--better AoE and more mana efficient... and also more fun). However, it occasionally happens as I upgrade that the pieces stack that way and I'm hitcapped in fire. Last time I tested this was pretty recently and I noticed a difference of almost 1k dps on a target dummy, between Arcane and FFB. However, I also noticed that fire dps is far more variable based on things like crits and HS procs.
In any case, a fire spec should glyph Molten Armor, Living Bomb, and Your Main Nuke (FFB or FB). Rotation goes Scorch, Living Bomb, Nuke Spam, refreshing Scorch and LB as needed and casting Pyro when HS procs. However, between evenly skilled and evenly geared arcane and fire mages, arcane will win in raw numbers. C'est la vie.
(I wish fire would come back again. I love fire so much!)
I think your referring to Precision here, as IV (Icy Veins) does not have anything to do with Hit rating.
