I've been saving my frost emblems, given that I don't raid ICC yet, and am wondering what my first T10 upgrade should be. Here's a link to my
Armory
and
WoW-Heroes
. I know I really need a new shield, just been unlucky. I think it would be nice to upgrade the shoulders so I wouldn't lose my T9 set bonus, but that also seems dumb since it's the smallest upgrade. I'm thinking about going for the legs and head since the T9 have block value, which is great for Heroics, but not needed as much for raids. In that case I'd get the head first since the expertise on the legs is so-so.
What do you think? Your comments and criticism are very welcome.

To be honest, I find that the T9 4/5 set bonus is actually annoying, as I often use DS while using DP, and the 30 second shorter cooldown is wasted as I wait another 30 seconds if I can so I can also pop DS.
In my opinion, if you plan to raid ICC, or TotGC or anything that people are scared of, get the item that gives you the highest Gearscore upgrade, hate to say it, but it's what I would recommend if you want to raid them. This only applies if you PuG though. If you have a guild of friends who raid who trust you, Gearscore is useless.
Also,
are you sure you want T10 before ilvl264's?
P.S. I had another point but I forgot it. Also, so unused to ally T9 gear icons :/

I'd go for T10 gloves or chest now that the stats got changed.
But priority imo is cloak, waist and only then T10 (I'm going for T10 gloves > chest as I have a token to upgrade them and its the biggest upgrade in game for me aside from my shield)

I guess it's obvious I don't raid much. Yes, I would be pugging Icc and Totc, if at all, since my guild is certainly more on the social side. Though we are trying to change that, but starting with Ulduar since we really need to get some basic mechanics down. However, I will not let gearscore run my raiding. If that means I raid less, or even never, then so be it. I'm a damn good tank, have been told so by many people, and if somebody's addon tells them differently, then that's their loss. Though I think I know enough people now where that won't be much of a problem. Even when I pug I usually know one or two people in the group and they'll vouch for me.
dsl, you do bring up a good point about going for the 264 pieces. Especially since raiding 25 man Icc could very easily not happen for me before Cataclysm. The 2 piece bonus is nice, but I haven't had threat problems for a long time. The 4 piece bonus looked amazing to me the first time I looked at it, but the more I do the more I realize that a) Divine Plea is not in the 969 rotation and it would be a threat loss to add it and b) Currently I try to re-cast Divine Plea, if needed, when there's a break in combat, meaning that 1-2s of that 10s would be wasted. I've always been a sucker for set bonuses, though I do try to use them. Currently I use DP whenever it's available on constant damage fights or when I know more damage is coming.
I guess the other option is to get the chest and hands to help my block set damage.
So the options are:
1) 251 Head, will be BiS if I get a token to upgrade it (unlikely).
2) 264 Back or Belt, followed by other 264 pieces, really good upgrade, screw the set bonuses.
3) 251 Hands, followed by chest, work on my block set, since I don't too end level content much.

If you don't mind missing out on some raids due to GS, and the T10 set bonuses don't appeal to you that much, I would recommend just getting the 264 pieces. You can always pick up some more EoF if a token does drop and get a T10 piece then upgrade it.
