I think I'm sitting at 594 defense right now, and i have 3 reasons for going over 540, dodge, block, and parry. As many have said before and many will say again. 540 is not a cap. 540 is a great place to start, don't worry about going over!
With out doing the math and with out having any proof to back up my claim, I'm going to say that mongoose is already better than putting attack power on your weapon. 120 AGI and faster attack speed with a 50% up time means faster applications of SOV and more SOV 5 stack procs, plus crit rating! And that's just looking at it from an aggressive point of view. that 120 Agi is giving you some armor and dodge as well.
While its tempting for Prot tanks to think they can do everything, if you want to be truly good at what you do, you need to learn to specialize in areas where others can't. Your the tank, your concerns are taking hits and making sure others don't. Maximizing your DPS is not the same as maximizing your threat.
On that note,
Banner of Victory is not a tanking trinket. Drop it and pick up something that will help you survive.
One of these will do for now.Spec. Again your spec shows that you want to be a jack of all trades.
Healing light - 1.) your not going to be healing yourself in heroics or any other tanking situation with these spells.
Unyielding Faith- Ya fear sucks, but it sucks more when your a healer, not a tank.
Improved Lay on hands - Your not going to be using lay on hands on yourself anymore. Its CD is too long (even with reduction), and now that it applies forbearance, its been relegated to a, quick save spell for other people in your party.
Aura Mastery- an amazing spell for raid wide damage reduction from sources like shadow, frost and fire. Not worth getting as a tank, because of the massive amount of wasted points you need to spend to get it. Leave it to your healers and to your Ret paladins for those special occasions.
It all comes down to the question. How do you want to play this game. There are 2 PVE aspects of this game. Solo questing with 5 man's and endgame raiding. Your spec and your gear right now falls into the area of Solo questing and 5 mans. If you want to go into end game raiding and bring more to the table than what others in the group do then you need to change the way you think about your character.
I only say this, because if your asking about mongoose, an enchant that goes for 700 gold+ on my server, your wasting your money if your just going to use it for 5 man's
