Noone knows the exact formula used by Blizz in the LFD tool, but I'd say it's safe to assume that if you're still wearing a bunch of greens you have no business being in HToC or HFoS. Run the regulars first and don't expect everyone else to carry your lazy bum.

Just to be helpful, I think this is the character he's referring to:

If that is your armory use these things called Triumph Badges to buy 245 gear or convert them to conquest badges to buy 232 gear.
Then you can easily gear up enough to do all the heroic 5 mans you want even the most difficult ones.

The requirements aren't terribly high, given that I've done ToC a few times with

a couple of times already. And I'm able to queue for Forge of Souls, but I haven't done that yet.
And before you ask, yes, I bought the healing shoulders. I plan on getting both sets anyway, the DPS shoulders have the exact same stats, and given that I only run heroics on that character, I'm not too bothered with set bonuses yet.

If you're in mostly greens, you have no business in any heroic. You should get mostly regular blues/quest blues before you start any heroics, and you should have mostly i200s before you step foot in hTOC/reg FOS, and mostly i219s before you step foot into hFOS. However, by the time you're ready for hFOS, you should be in a few T9 pieces from the triumph badges.
You should include my next sentence in the quote as well. Regulars. As in, you know, regular dungeons. Non-heroics.
