Glyph of Scourge Strike is a wasted glyph slot, It no longer has a chance to completely refresh diseases, yet instead increases their duration by a maximum of 9 seconds, so you will need to refresh diseases at some point anyway, why glyph to just add a 9 second stall?

Black Ice used to scale fantastically with SS, since SS used to deal solely shadow damage (which didnt scale well with gear, which is why it was changed)
Now it will only boost 10% of the 25% damage done as shadow damage, it will boost disease damage slightly, and DC damage as well. DnD is for trash dps, which doesn't count for much in the grand scheme of recount data.

Not going 5/5 toughness kills survivability way too much, with how much they nerfed our armor you dont want anything less than 5/5.
Glyph of SS is again a waste, if applying diseases is that much of a hassle glyph of disease will be much much more useful than a glyph slot for a 9 second stall.
If you are attempting to max threat, 5 points for 10% shadow/frost damage is not worth the invesment for the same fashion it isnt worth for DPS, aside from FP and RS threat modifiers higher DPS=more threat so 5 points for a minimal dps boost is 5 wasted for a smaller threat boost.

seems to make better use of your talents.
Glyph of DnD can be swapped for a multitude of other things (Bone shield for example), since DnD is soley a trash threat move which you wouldnt need to worry about having for boss fights.
1/3 SoB could take that one point and move elsewhere depending on what you want, but the slow from imp IT and additional armor are taken for purposes that should be obvious. and 2/2 IMP Unholy pres since raid movement is so important in many situations.

IMP UH pres is not only a great boost to raid mobility, but its the best choice of filler for the next tier, you can place those points into Rav dead (minimal parry/AP) or Magic surpression (helps but more situational) as compared to your desecration (snare in pve? other classes should be the one to pick up snares in all reality, but if its what your guild requires of you then there really isn't another choice.)
You seem to forget that toughness only gets better as you gear, 940 might not seem like a huge loss (And it is more than you give it credit for) but as you get higher ilvl equipment with more armor you get even more for your points invested, as compared to 5 points wasted on a 10% shadow/frost damage increase that will barely raise threat by any noticble amount.

You can drop 7 stamina on your boots to get 8% run speed, that is enough. Magic suppression is a pretty good talent, since there is magic damage everywhere.
An Unholy dps or tanking build should not get Black Ice.
