The Mangle glyph doesn't help you with spamming Mangle. And seeing how Mangle is your highest threat move spamming it is exactly your job. That's why the glyph is useless.
Frenzied Regeneration, Survival Instincts, Growl and Maul are the 4 glyphs you want to have. Take any three of them. Yes, Maul is mainly useful on adds but there are a few boss fights where it's nice to have (solo tank Twin Valks normal mode for example).

i personally use Maul regen and SI... *shrug* I don't have issues with taunt failing and i don't care about the berserk one as a tank. maul is perfectly fine to LEAVE in on fights like Saurfang... simply don't hit maul 3-4 seconds before the adds spawn and hit it again once the healing threat has it away from the boss... i know pally tanks who can time concecrate to not hit the adds... its about working around what you have.

is it good (safe) to leave maul glyph out if i have over 9% hit?
Maul glypth makes maul hit 2 targets instead of one. but if you refer to the growl glypth. matter of preference.. i personnaly do not use it as i rarely find myself in the situation where a taunt will be the diffrence between wipe n not wipe :)
and as far as i recall 9% isnt enough for it to not hit as it goes for spell so 17% is full hit for that.. - boomkin, shadowpriest n whatnot

True, I worded it a bit wrong.
Mangle is a bears highest threat ability that goes off the GCD. Maul replaces white hits and doesn't cost a GCD so it should always be active anyway, macroed to all attacks. Out of the remaining abilities to chose from (not counting Maul since it's "passive") Mangle will produce the highest threat. That's why bears want to use Mangle on every CD.
About the Glyph of Growl:
As far as I know Growl is a spell and therefor uses spell hit. Being melee hit capped doesn't take you to the spell hit cap, meaning that the glyph is always useful.
I have read posts claiming that Growl uses melee hit and not spell hit but I haven't seen anything else than personal opinions. Has this been tested?

With 8% melee hit you should be about somewhere around 10-11% spell hit (if I recall correctly), add there the Spriest/bomkin buff, you should be close to 14% spell hit. That leaves 3% chance, wich is neglible considering the usefullness of the other glyphs.
Explain that to your raid leader after you caused a wipe because your taunt missed. 3% miss chance means 3% chance of the other tank dying to Gormock stacks, 3% chance of Saurfang healing for a crapton because he keeps attacking the marked target and so on.
There are a LOT of encounters in which a missed taunt will cause huge problems and probably even a raid wipe. It's in no way "neglible".

Hit: prevents your attacks from missing, wasting rage/time and not generating threat, growl, challenging roar, demo roar, and FFF are based on spell hit.
32.79 rating = 1% melee/ranged/special hit
26.232 rating = 1% spell hit
With a moonkin/shadow priest as a given...
263 rating will ensure ALL physical/special abilities land and 3.98% chance to miss with spells
369 rating will ensure ALL abilities will land (beyond this is ABSOLUTELY USELESS)

343 rating will ensure ALL abilities will land (beyond this is ABSOLUTELY USELESS)
If the fight revolves around taunting thus making growl missing unacceptable then by all means replace glyph of SI with Growling if you're low on hit but for most circumstances glyph of SI should be your third major glyph with Maul and FR as must haves.
For encounters where maul's cleave effect is "troublesome" simply don't use maul for the few periodic seconds when it's detrimental to do so.
As has been stated which I'd hoped was basic knowledge, Mangle is valuable to us for the threat it produces, the damage and debuff are merely secondary perks.

Your job as a tank is (besides survivability) to produce AS MUCH THREAT AS POSSIBLE. That means spam ALL your attacks, reagardless of the duration of the debuffs.
Usually you want to Maul every auto attack, Mangle every 6 seconds (or 4.5 seconds with talent), keep 5 stacks of Lacerate and use Faerie Fire / Swipe every time Mangle is on CD and Lacerate x 5 is still ticking.
As far as glyphs go, Survival Instincts, Frenzied Regeneration and Maul are standard equipment for a properly geared Bear tank.
