What the issue is, exactly, is that having dual spec and then learning a new rank of a spell will not update the spells already on your bars.
In other words:
You have riptide rank 1 on your bars
you learn riptide rank 2
riptide rank 1 will still be on your bars / macros
To fix:
Manually drag the spell/macro back onto your bar so that the cache on blizzard end updates.

I doubt you'll need to do that every single time. Just remove and readd the macro to your Action Bar and it should resolve it in one shot.

Nope, tried that, multiple times. Took the macro off my action bars completely, opened the macro menu, grabbed a new one and put it on. Still very solidly declared Rank 1. It did work once with Riptide, but only after I tried about 4 times, and it never worked for Earth Shield.
are you switching specs before logging out?
switch to healy spec
update macros
log out
log back in
switch out of your healy spec
they should stick now
