Get better tanks with higher threat gen. No but really wait like 5sec before casting and soulshatter at the appropriate time. I run with tanks with about equivalant gear as me and have no problems managing aggro.

FYI, it has less to do with your spec and more to do with being a lock right now. We're the highest-threat DPS (in that we have less tools than other pures to remove it in relation to the damage we do). In pug heroics, with affliction and demon, I have to start slow and shatter often.

i run into the same problem as you once in awhile in lfd. it all depends on the tank. . .most the time i'm lucky enough to run with tanks who produce more then enough threat for me to nuke the heck out of everything that moves (i totally pwnt those rats!).
then sometimes i run with a tank who i've really gotta pay close attention to my threat meter.
like everyone else has said. . .try to attack the same target as the tank is targetting, wait a solid 5 seconds after he pulls to start casting (i literally count in my head the 5 seconds, then i life tap and start casting), then if you start pulling threat, soul shatter is your best friend. and if all that fails, and your soul shatter is on cooldown. . .stop casting. give the tank another 4-5 seconds to catch back up.
my first 80 was a prot warrior. when i first started to tank and for a couple months into it, i thought if a dps pulled threat off me, it was purely my fault as the tank for not holding the threat.
but then after discussing it on forums, then switching to a pure dps class. . .i now understand threat is in no way just for the tank to deal with. dps also has to be aware of the threat meters, and how to manage thier threat.
it's a balance. . .and fortunately most the time these days, tanks are able to produce way more threat then dps can top. . .but once in awhile you just got to deal with a tank where you gotta pay attention to your threat, and imho that's your job. . .your job to make sure you wont rip agro from that particular tank.

Ive never seen a afflic lock burst in threat, demon maybe sometimes but not afflic.
Who said burst? Affliction builds gradually increase threat, granted...but we can suddenly burst over the top when corr/UA get some chain crits and I get a double-SB crit from a nightfall proc. It's happened to me before plenty of times that I was on the cusp then suddenly over without expecting it.

typically an enchant like that is useless for 5man content.
2% is only ever a useful amount when the difference between your threat and the tank's is small and over the course of a 5minute fight you can't DPS all out without having to hold back... and even then 2% is arguably almost entirely useless (given that there are other, better solutions).
in a 5man setting you the issue you're usually dealing with is a tank who is producing so little threat that a lucky crit takes you from sub-100% threat to over 130%. in these cases 2% will do nothing and the answer is to wait longer.
