Uh, why are you giving him a quote from TBC?
Enhancement Shaman use WF/FT now. The reason we use slow weapons is really simple: Windfury Weapon, Lava Lash, and Stormstrike all do weapon damage, and are not normalized. The slower the weapon, the harder those cooldown-based skills hit.
Eventually you can reach a point where like a 264 dagger from ICC results in more dps than a Greed from H CoS, but that's due to raw item level outweighing all of our scaling mechanics.
Given your specific weapons, I would put your tankard back in your mainhand and put your Blood Weeper in your offhand (it should beat your blue DESPITE weapon speed due to sheer item level), and use WF/FT imbues. And try to get a pair of the axe from H FoS, the mace from H HoR, or the fist from H PoS.

or the fist from H PoS.
Fist
is a zone drop in all icc 5 mans.
The other night we had it drop twice, two mobs in a row, in H HoR.
No shammies were in the group. :(

Get Nighttime. Awesome weapon, can be used in either hand.

This is from a few months ago, but it gives a very good look at how bad fast weapons really are:
http://bighitbox.com/bhb/2009/11/2/myth-busted-fast-weapon-upgrades.html
Stoneybaby was testing a
Lionhead Slasher
as an off-hand, which was predictably a substantial DPS loss. He then tried to find a slow OH from which the LS could actually be an upgrade. The result:
Stalactite Chopper
.
Always slow. Everything we do benefits from slow weapons.
