A heirloom chest and shoulder is a great idea to give your alt as it takes you 20 % less time to level to 80 and for the weapons I'd say yes.
When it comes to enchants 15+ Agility on weapons and + stats on chest, when it comes to the shoulders i have no idea

There are no shoulder enchants that do not have a level requirement.
Heirlooms currently cannot be enchanted with any enchant that has a level requirement.
(Early on there was a bug that did allow it, but it's been fixed... in before all the posts "But I enchanted mine with XYZ!1!")

on heirloom shoulders, from pre-BC, BC or Wrath, however they each have a minimum level requirement. I believe the first useful enchants would be the
ZG shoulder enchants
, which will kick in once your character reaches level 55. After that, you have the
lesser Aldor

Scryer
enchants which kick in at 64, and the greater versions which kick in at 70...
And yeah, for a rogue,
+15 agility
would be best for weapons, and
+4 stats to chest
are the best you can put on the heirloom gear.

not thisTriumphs are so easy to come by. If you have 40 to spare (Less then a day of heroic grinding) then buy them. They'll outdo any dungeon drop and quest reward till you hit 80.
As for the enchants, anything that doesn't require a level is something you can enchant on heirlooms. (Like +3 stats for the chest, or whatever it is.) I don't think it's possible to enchant heirloom shoulders anymore. An old guildie used a hodir enchant on his lock's shoulders and mailed them to it, but that was before there was a level requirement. Those enchants require level 70 now I believe, and causes the shoulders to become soulbound. Making them useless if you ever want to use them again on another alt.
