At which point does fury become "better" than arms?

I currently have another
Tyrannical Beheader
sitting in my bags in case I end up going fury sometime soon.
Judging by my current gear, what do you think I should be doing (in terms of staying arms or going fury)?
I know my gear isn't fantastic, just emblem/heroic stuff mostly...next couple of emblem pieces I will be getting are the t9 chest and ilvl245 plate dps helm for extra ArP for arms (not sure if it's as valuable for fury, and if not, what do you advise I pick up instead?) In case it isn't showing, I also just picked up the emblem 245 str ring as well to get hitcapped (was a few points off after getting that Beheader after having the Blacksmithing 2h mace).

Just sort your gems and enchants out a bit, switch to fury, strap on the second beheader and you will do fine in heroics and ToC raids.
Be aware, though, that fury needs more expertise and less hit from gear than arms. For easy gear upgrades, I'd suggest the crafted expertise plate belt and the emblem of triumph thrown to cap your expertise (even without your expertise enchant).

We recently had one of our Fury warriors go Arms in our main raid. Now, I don't really feel like dissecting their gear piece by piece, but suffice to say they are both relatively good players and they have pretty similar gear. The Fury warrior is wow-heroes gearscore of 2914 and the Arms is 2888.
That said, here's how they matched up on our ICC boss kills this week (using actual DPS, not effective DPS, from World of Logs):
Marrowgar:
Fury - 6927, 6th overall damage
Arms - 5510, 11th overall damage
Deathwhisper:
Arms - 6775, 6th overall damage
Fury - 6723, 8th overall damage
Saurfang:
Fury - 7212, 6th overall damage
Arms - 6130, 10th overall damage
Festergut:
Fury - 8425, 7th overall damage
Arms - 7332, 12th overall damage
Rotface:
Fury - 6821, 8th overall damage
Me! Fury - 6137, 12th overall damage (in crappy offspec gear, nothing higher than 245 item level)
Arms - 5952, 17th overall damage (looks like he died late in fight)
Putricide:
Fury - 6502, 5th overall damage
Arms - 5211, 10th overall damage
Blood Prince Council:
Fury - 4282
Arms - 3838
Maybe you can't really draw conclusions from this. Maybe the Fury warrior's gear is just that much better than the Arm's warrior's. Maybe the Arms warrior isn't super comfortable playing arms yet. I dunno. All I know is I'm seeing higher damage coming out of Fury warriors (still) at high item levels.

Arms can compete with fury at end game gear levels, but the amount of skill required to do so isnt very common. If you check the top dps for warriors, you will see arms occupying about 3/20 of the top spots per boss.

arms is very fun, fury is mind-numbingly boring. thats a important component to take into consideration.

this is so true. arms is much more complicated, and there are so many more snap decisions that need to be made during the fight. there is also a LOT of misinformation and misunderstanding about what attacks have priority and when.
having a fury warrior go arms and then watching his dps drop by 1000 does not mean fury >> arms. it just means he's not an experienced arms warrior.
