They both use 17%, but when you're calculating how much Hit that requires, keep in mind Spells get more "miss reduction" per 1 hit rating.
32.789 Hit = 1% Melee miss chance reduction
26.232 Hit = 1% Spell miss chance reduction
So ifyou're hit capped for melee, you would expect to have a 7% miss chance on FFF and Growl, the growl glyph more than covers this, meaning the growl glyph caps you for Growl if you're melee capped.
If you remove the growl glyph, it will have the same miss chance as FFF.

Hit: prevents your attacks from missing, wasting rage and not generating threat, growl, challenging roar, demo roar, and FFF are based on spell hit.
32.79 rating = 1% melee/ranged/special hit
26.323 rating = 1% spell hit
With a moonkin/shadow priest as a given...
263 rating will ensure ALL physical/special abilities land and 4.01% chance to miss with spells
369 rating will ensure ALL abilities will land (beyond this is ABSOLUTELY USELESS)

Thank you, no new glyphs for me then, I can only imagine what the raid would say to me if I had to tell them we wiped because Growl missed.
Well, you still have Challenging Roar which will keep the mob on you till Growl is off CD and the chance for it missing twice in a row is really small. I'm not saying you should switch your glyphs, I think the Growl one is pretty awesome and every tank should use it - but even if you miss somehow there are possibilities to fix it.
