Swipe is pretty awful at low levels. Not only is it a rage-devourer, but it does very little damage at low ranks (
Rank 1
= 9(!) Damage). Your best bet for leveling in Bear Form would probably be to pick up the Maul glyph as soon as possible and start pulling things 2 at once using only Maul and depending on Enrage and incoming damage for Rage generation. 1 mob will take ages to kill comparatively (to Cat or Wrathspam), 3 mobs will deal too much damage to you to make it any better than any other tactic (honestly, most already are better).
Important talents are pretty apparent, the most important would probably be Primal Fury though, once you get a decent rank of Swipe, it's more or less necessary for Rage concerns (3 Crits = Free Swipe, 2 Crits = Free Maul). Smart use of Nature's Grasp can help as well.
Don't expect miraculous results, you'll take more damage than you'd expect prior to level 40, and your DPS will be... underwhelming to say the least. I can confidently say it will not even compare to cat chain-grinding in terms of speed and downtime... When I was in Level 70 Epics I could AoE grind fairly quickly in Northrend, but in quest greens I imagine Cat would still be quite a bit faster.

Redridge is a damned nightmare to quest in, especially if you're below level 19. The mobs constantly gang up on you and you spend ALOT of time rezzing. The only class I took there that did ok was my pally. Casters were just horrible there.

lvl 1-20 is basically just a root n nuke spamfest.
when you get cat form, things speed up
when you get travel form, (mount now >.<) things speed up
when you get leader of the pack, things speed up
when you get mangle, things speed up
just hang in there, and if all else fails
try boomkin :P

I grind all my toons in the human realm. It's quicker than the others IMO. There's one session of running around between westfall, elwyn, redridge, and darkshire for a quest or two, then a level in darkshire where you run a lot toward the end.... But, I think it's faster than the NE starting area, and gnome/dwarf is just too much running since you start having to swim back and forth across the loch....
What I do, pay a mage to port me to dalaran and move to SW asap after the starting area. Elwyn>westfall>redridge>darkshire. Then depending on my patience level, either STV or arathi highlands(usually a combination of the two).
IMO, the only bonus of the NE area is the furlbog wand.
