Torden's right, but he's giving Protribution too much credit - this spec would be horrible for the job, just as Ret is horrible for it.
Key point - you'll only have about 25% miss/block/parry/dodge.
When you're running through lower level instances, you want to try to keep 100% miss/block/parry/dodge, so that you can gather as many people as possible to AoE them down in a huge group. A Protribution spec will simply get beaten up.

thanks very much for clearing that up for me.
From what you are saying its basically a ret build with less damage and more def.

Hehe, that's exactly what I was thinking....
Not so much 'less damage', but 'different damage'.

There is indeed a window at 18 seconds, i'd suggest you use that GCD to cast Divine plea.
It doesn't reccur again at 36 seconds because you have AS to throw there. Im no mathexpert but if it occurs again at 54 seconds i'd guess that one would be refresing Sacred shield if you have it talented and used it before AS

I'd actually have Divine Plea on before the fight started, otherwise you're gimping yourself of 30% total mana recovery in the first 18 seconds. Once cast, you've got 15 seconds to engage with at least a melee attack.
I would probably use the 18 out of 36 second GCD to cast Sacred Shield, each 4xrotation. Or Holy Wrath, depending on circumstances.

What can be done about the issue of stealing threat from the MT?

Hand of salvation
Is that the only solution? On a 2 min CD it seems somewhat unreliable.

Bolger, are your DPS plates at a lower ilvl than your tanking plates? The best comparison is really Ret plates with Ret spec vs Ret plates with Prot spec.
Second point - a cookie cutter Prot build will waste talents in defensive stats. No Reckoning, no Sanctity of Battle, for example. That could explain why it's only a small difference? If you have points in Pursuit of Justice instead of the extra two in Conviction, that'll impact too.
Everborne - are you having threat issues as well? You can use Divine Shield/Divine Sacrifice to help stop threat buildup (at the expense of your damage) temporarily, as well as helping the raid. Otherwise.... ask the other pallies in the raid for an occasional Hand of Salvation nicely? :)

With the nerf to SotR (100% instead of 130%) is this seem as viable in 3.2? Or will the buff to block value (doubled) cancel this out?
No it wil not cancel it out. In the ideal gear set up you are wearing ret plate, with no BV on it. The only BV gear I have in my pre raid gear is the prot libram that increases BV after a judgement, sinmply because having increased damage to crusader strike/command doesn't make sense in this build and I dont have access to anything else.
Threat is an issue and HoS only does so much. Keep in mind only boss dps really matters so let the tank get the clear lead, open up and HoS as you approach the tanks threat. If you outgear the tank not much can be done.
Or remember to turn Righteous Fury off. *grumbles something about DKs dps'ing in Frost presence...*
No, really. It's pretty unlikely that an equivalently geared tank will do <40% of the damage that you can do on a tank-and-spank boss. The rest of the time, just play by ear and do what you have to.
Everything changes in 3.2. BV is one such change, as is the loss of Seal of Blood. The next modelling choice will be Command vs Vengeance, we'll see on that one...

I don't know that you'd use Exo in PvP, since you can't move during the 1.5sec casting time.
BV will depend on the scaling. I would have thought that Strength would still be better, since 1 Strength = 1 BV + 2AP, and 1BV = 1AP roughly in terms of DPS, at least on a 1-to-1 scale. You'd probably weight 1Str = 3BV, on average. BV's doubling on items supposedly, so that'd be the equivalent of 1Str = 1.5BV at the moment - are there any items that make that trade-off worth it?

I've created an accout here at wowhead just to say thank you! Especially to Svire and Squishalot for their great work since faiblog posted the protribution idea (thanks for renaming it from retection btw).
I've been lurking and following the last thread very closely, it's a great help to have the important things for us non-theorycrafters organised here. This has inspired me to level up my ex-twink pally for a bit of protribution pve and pvp at 80! Can't wait :) Thanks again.
