There's nothing wrong really... You can't expect to keep up mana as that spec. Since you don't have talents which regenerate mana when damage is dealt.
Spirit tap is the only talent which yields mana after a downed mob, but you're obviously not gonna be specced into that.

My priest is lvl 74 and has 13k mana, i got 315 mp5 / 616 while not casting and i got spirit tap ( not improved).
My rotation is Holy fire- Devouring plague- SW-pain - Smite- Penance- wand.
I nvr go below 10k mana if im doing that rotation, unless i get more then 1 mob ofc.
Caus you wand the last couple sec youll have more mana regen while spirit tap is up.
During spirit tap i got 1k mp5 so mana isnt a problem for me xD

My rotation is SW:P - target new mob SW:P - target new mob SW:P - etc. - PI - PW:S - Holy nova
Otherwise on single target: PW:S - Devouring plague - SW:P - Holy fire - mindblast - start targeting new mob.
Let the dots do the work for you and use your shadowfiend often.

Yeah but i'm Disc healing speced...so this is realy the only alternative if i want to keep healing and not spend money on respeccing.
As disc you just need a lot of int 20k+ mana pool is the aim you should go for.
Still if you want to keep lvling or grinding fast, what this guy said. ^^

I use HF - MB - SWP - shield (you might take a hit but the shield will heal you back up ) then I wand away and pop a HF and maybe another MB if necessary to finish it off. Takes a little bit to kill the mob, but you can chain 8-10 in a row without stopping to mana up.
I also play on a PVP server, so having a nearly full mana bar at all times is important :)
No matter what you do, you won't blow through mobs with the speed of a DK anyway.

I usually start a fight with SW:P, PW:S, Smite, HF, Penance, then finish off with the wand. As a properly geared discipline priest, odds are one of the spells at least will crit, so it's a pretty quick kill. When I hit about 25% mana I'll start thie fight with shadowfiend instead of SW:P. The kills aren't quite as fast as when I toss in a mind blast, but for me the lack of downtime makes up for it.

Sometimes I dont understand what they r trying to do with priests. I have an 80 Hunter, Rogue, and Shaman and my Priest is still my favorite character. However, he always has a problem. He can only wear cloth so he is a target for anyone, and he has always had problems with mana. I remember way back when I did Kara for the first time, I noticed that I had to control my mana much more then the other pally healer, and the Shamans chain heal was godly. I wish my priest would be considered godly if only for a little time. Sorry I had to rant a little :)
Amen. Just ONCE, I want to hear someone say, "I'm gonna roll priest. They're OP!" or "DAMN PRIESTS ARE SO OP OMG QQ"
As far as the original question, I don't bother solo'ing on my Discipline Healing spec. I either farm some herbs or get a buddy to come along for dailies.
And as for leveling? I couldn't imagine ever leveling as Holy or Disc, unless you're almost exclusively instance grinding. Not that it's impossible, just my preference. :D!

For the orignal poster... I leveled as Disc..... having tried shadow a few times.... here's how you lvl fast and easy....
For me shadow is single target lvling... Disc if you have reflective sheilds talented is multi target...
Select Mobs of your choice...
Apply PW:P..... (holy fire when off CD)
PW:Sheild
Mix in the odd Pennace/Holy Nova
Let the mobs beat themselves senseless on PW:Sheild
Repeat if needs be.....
I used the above method to lvl through WotLK np's whatsoever, usually pulling 4-5 at a time.

70-80 7days played. as CoH holy spec.
Although i admit i was using the guides over at wow-pro.com made by james.
