So,i should wait until lvl 80 to replace my sigil?

Yes, by all means change your sigil before you hit 80 if it benefits your spec more. In fact even as blood I would do the pvp dailies in Grizzly Hills before you hit 80 if possible so that you will have the sigils in the bank if you wanted respec.

oh and i also figured.this quest i was on(Loken's Lackeys).i could solo the elites with a blood spec'd dk.but i cant(doesnt suprise me).im kinda getting annoyed because the npcs you spawn are gimp
That quest is extremely simple. Try looking at the quest itself here on WoWHead or think of it like you are multiboxing Shamans (which I used to do).
Use the Lava Burst (Lava Strike?) at max range, then cast Roots. Strike, strike, Earth Shock the heal the mob does, root. You're kiting the Elites, not tanking them. Just remember to do a little damage to the target yourself or else the kill will not count.
The NPCs assisting you do not die randomly: they despawn. They're on a very set timer so you cannot take them anywhere too far outside of the Terrace of the Makers area.

Its really easy to capture the Island that the vendor spawns on. Just swim to the island and find somewhere on it where the guards do not patrol, then wait 10 minutes and you will capture the island (just make sure you see the capture progress bar on your screen before you go afk.)
