I'm not angry, I just don't like when people break rules, especially when it causes inconvenience (however slight) to me.
It's generally considered a virtue to have a tolerance for little things. Are you the kind of person that stresses out really easily?
Toleration is a silly, little. made-up word that really makes no sense. If something's wrong, you try to get it fixed.

No, any friction means there is something wrong which need fixing. Now, it's not his voice that is the problem it's your reaction to it. "Tolerating" it solves nothing. You need to change your attitude towards it: right a wrong, and the world will be a better place because of it.
Toleration is an excuse not to do what you know you should. Good things are too good to be merely tolerated; bad things are too bad to be tolerated.
Tolerance: 1412, "endurance, fortitude," from O.Fr. tolerance (14c.), from L. tolerantia "endurance," from tolerans, prp. of tolerare "to bear, endure, tolerate" (see toleration). FYI, people have been making stuff up for 12000 years. I don't understand what quoting the etymology shows.

And wouldn't tolerating something imply changing one's mindset on it?
Example-
Before toleration:
"I hate that voice."
After toleration:
"I still hate that voice, but I can live with it."
Isn't toleration just a fancy word for mildly changing one's views on a particular thing/idea/etc.?

I have nothing against abstract ideas. I do have something against concepts that don't make sense.

In both cases you see something bad and you react against it (hate).But with the first example, there's no mention of the person saying it reacting to the problem in a non-constructive manner, which could be the case. With the second, you at least have some assurance that the problem isn't as big as it would seem, so no action against it would be necessary.
If I'm reading what you're saying correctly, then you're saying that there can be intolerance, but not tolerance. I could be wrong on that as well, so feel free to correct me.

P.S. I don't hate his voice, but I find it rather difficult to work with his laughter echoing in the room.
So there is the problem. Now you can try to right the wrong and ask him to quiet down, or you can do nothing, solve nothing, and 'tolerate' it.

Many things have changed between those two examples. In the latter, he has subtly perpared himself at a psychological level to not react aggresively to that man's voice. That tiny change makes a considerable difference.
No, there is no preparation. 'Toleration' as it's defined exists after the act. And aggressiveness has nothing to do with it, you're not reacting
at all
, not even to try to fix it. Toleration is the lack of action...trying to attach moral connotations to
nothing
is silly.

Where are you? Is he not supposed to be talking? Then talk to whoever's in charge. Is he allowed to? Then find a solution apart from him: borrow headphones, move somewhere else, etc.
