Helves didn't make Naga, Nelves did.
No it was High elves, read your lore.
- It's actually a bit confusing, they were Night Elves but they were an elite group of them called the Highborne, the High Elves we know are Highborne but have evolved into a different subspecies (don't know if that 's the right word).
- Correct me if I made a mistake somewhere.

I still find Clayskeleton's idea to be the best for Naga. It takes away very little from the current lore, only adding mostly nonretcon style additions, and like mentioned above, considers the druidic roots.
Me, I'd follow a very similar setup.
The race would look like this:
Stats:
Males and females would be slightly different statwise.
Str: 17
Agi: 18
Stam: 19
Int: 19
Spr: 17
That totals to 90, lower than the 100 average starting base.
That's okay though because based on gender you get these bonuses!
Male: +5 Str, +4 Stam, +1 Spr
Female: +3 Agi, +4 Int, +2 Spr
Classes would be as such:
Warrior, Druid, Mage, Priest, Warlock, Hunter
As can be seen, Naga of the new faction haven't been to Northrend to be Death Knights, but their counterpart race wouldn't either.

- How do u expect us to be able to breath underwater? Sure the Naga can, but what about humans, orcs and the rest? A new world would allow us to freely walk around without drowning unless we want to (or have very bad luck).

All I'm doing is expanding upon an old idea by someone I thought was really creative.
It's kinda silly to insult people who aren't even around, no?
In any case, most people don't realize that Naga can wear all gear in model viewer, except for helmets and shoes. With minor editting, this can be fixed to shorten the length of leggings and let the tail be covered by a cone shaped 'boot'. Helmets? That should be easy. It doesn't even have to look pretty.

It was a joke. Kael'thas anyone? But yeah, it will only take a few changes and the Naga will reclaim the surface world! My guess is that they'll start with the swimming pools.

Queen Azshara was born with golden eyes, which were quite rare in night elves before the Great Sundering. Thus, golden eyes were commonly regarded as a sign of future greatness. Indeed, Azshara became the most beloved monarch in all of night elf history. She was also the last. Her reign led to the War of the Ancients and the Sundering, after which night elf society underwent sweeping change.
Despite Azshara's attempts to aid the Legion, the portal to the Twisting Nether was ultimately closed before Sargeras could reach Azeroth. Although the portal's closure saved Azeroth from demonic invasion, the Well of Eternity was unable to withstand the added magical strain, and it began to collapse in on itself. As if struck by a giant hammer, Zin-Azshari and the Well were blasted downward toward the ocean floor. The Well pierced the planet's molten core just before being utterly obliterated.
Ancient Kalimdor was split apart, and the seas rushed into to fill the voids between the new landmasses. The queen, her handmaidens, her guards, and quite a few other Highborne in the palace were caught in the rushing waters. Instead of drowning, however, many were cursed and transformed into naga.
Was Azshara, too, transformed? Is there any way she could still be alive after more than ten thousand years? Such questions are almost never asked today. Few outside the naga know the tale of Azshara, and those who do recall it presume her long dead. Regardless, the naga have come to worship Azshara as a demigod.

What is the pourpose of your post, I might ask? I'm sure Blizzard has kept her alive, Wowwiki also states (somewhere) that some female Naga have achived immortality.

Anyways, counterpart druid races, aside from Worgen, could include Furbolgs and Pandaren.
I'd see Pandaren working well.
The Naga druids wouldn't have a Cenarion Circle warp, but perhaps they and the Pandaren could share a druid grove/island chain near the waves that have been defiled and need to be cured rather than the forests.
Nature doesn't only mean trees and forests!

The Pandarians are most likely not going to be included, issues with China, its been brought up before, lets not bring it up again.
The Naga here have kind of wormed their way into the Cenarion circle (using what little influence they can muster) and have gained some standing among, at least, the Tauren there. The Worgen (as I hope) have a better standing, I'm posting my idea for them now, being that they already have a good relationship with the nelfs.
