Frost leveling builds on 6.1 also look like they are missing points. Perhaps the patch from mid-October 2008 reflects the new talents and the builds were not redone. Would the OP modify them accordingly?

Does a staff's damage have anything at all to do with a mage's magic damage (assuming the staff has no stat boosts)?
Nope. Don't gear for weapon damage, just for it's stats. Basically, all weapons are stat-sticks to a mage.

Like Dant said, Barrage does offer some very nice mobile DPS, even if you opt not to use it in your rotations.
I'd also move the 2 points from Frost Warding into Ice Shards for better AOE DPS.

Sure you want to go without even one point in Stability?
And Barrage does have some value as far as mobility goes in PvE. It's single-target static DPS it really doesn't do anymore.
As a beginning raider, I can honestly say I still haven't pulled aggro from my guild's DK tank. Stability is, imo, for those who screw up and don't pay attention to their Omen. Sure, it would come in handy when farming mobs but I can take a few hits and pay it no mind.
As for the mobile DPS of ABarr, I can see where it might come in handy for fights where I can't just stand there and provide mindless DPS.
I'd also move the 2 points from Frost Warding into Ice Shards for better AOE DPS.
Ah, I hadn't considered AoE. Bye bye points in Frost Warding.
It was great getting feedback from the two mages on Wowhead whose opinions I respect the most. Thanks for presenting yourselves as professional mages. = )

okay, so this confuses me a bit.. are you saying that it's better DPS to not use arcane barrage at all?
well of course it is.. thats your burn phase.. but that's not very feasible to do because you'd run out of mana in a ridiculously short amount of time... even with evocation and mana gems and using a pot, you just wouldn't last in a constant state of mana burn.
or am I missing some kind of changes to arcane I didn't know about?

No, actually
(AB3 -> ) is still better DPS than (AB3->AM), but only by about 1-2%. But it costs a lot more mana to use.
A lot of people don't bother, and just go with the static rotation. But hey, if you have enough mana, feel free to throw in an ABarr.
