People like to complain about everything, really....
Dual Specs are a blessing. One could say against the "nature" of it. It's not much RPG if you can chance rolls so easy, but other than that, it's awesome, it gives players more options, it will instantly generate a potential number of new tanks, new Healers, new DPSers.
Of course it has its downsides. But the downsides of it can be easily countered if you are in a decent guild with grown up players.
I am, so I look forward to it. :)

Been Blood dps on my DK for a while for lvling purposes, and most of the good gear upgrades comes from instances. But... can't ever get a group as dps, cuz there's so many dps on my server. So, I spec for tanking, just so I can get some upgrades. But the tank spec isn't that great for soloing, so once I'm done instancing, it's another respec (and more gold) so I can solo all the group quests that everyone refuses to group up for nowadays. Even though dual-spec is starting at max lvl, it may be implemented for lower lvls (probably 70+ at first), and will make it a lot easier for players to get into a role in an instance group and then get back to questing w/o gimping their survivability. And for the pure classes (mage, rogue, etc.), this makes it a lot easier to go from PvE to PvP. I haven't PvP'd on my rogue since lvl 60 AV to get the PvP mounts cuz I didn't feel like wasting the gold respeccing all the time.
Recently tanked Old Kingdom... and a dps rolls on the tank chest piece

, cuz he said it had more str than what he was using...
Off-spec / Main-spec won't really be that much of an issuse with this imo, it's people still not understanding itemization. My friend's sister plays a Blood DK... and is using gear for a Holy Pally.

This system is going add more versatility to the game if anything. My main spec is tank, but if a friend whispers me saying they need a dps to finish a raid / 5-man... just pop the off-spec and we're good to go.
One thing I'd recommend doing for guild runs when this first starts (especially if you're not sure you can trust everyone) is put the GM on master looter and have him / her distribute the gear to whoever needs it the most.
But like I said before, main this really isn't going to be loot rights -- ppl still just do w/e the hell they want at this point in the game -- it's more of players not understanding itemization and taking something that may or may not be an upgrade, or just has one stat being superior to what they alread have. (Like the fury warr taking my tank chest from Old Kingdom cuz he wanted the extra strength)

Few observations:
A lot of QQ
You can swap spec Guild Wars... In fact it is even easier to change spec in Guild Wars than this proposed Dual-spec. I liked the fact that you could respec anytime without fees, just load the build and you are good to go. Your complaining about dual? I have 15 builds for my Experimentalist. Guild Wars has not died because of that...
It appears that alot saw "New! Dual-Specing" then read the 1st two lines in the post then immediately came here to QQ. Did any of you saying it will "Kill WoW" actually READ what you will need to do to be ABLE to dual-spec? And also what you will be able to "swap" out?
Please read
this again
Personally this will give me the freedom to swap out my talents&gear&glyphs all in 1 go. I have been torn between staying Ele shaman or going resto. This will give me the freedom to play both, without having to level a 2nd toon/spend lotsa gold. Since I am an inscriber, I guess I will be making some money with the item needed to change spec. ^_^

Also...........
People whos don't spec for healing or tanking probobly don't like it that much.
For those who do... there is still the 1000g to consider..
and also what about when Healers want to Solo/ DPS/PvP ?
