There has to be some kind of consequence for dual speccing...
For example, a paladin who primarily tanks needs on a piece of holy gear for his healing set/spec
The paladin who primarily heals wants to rip his effing face off.
Switching specs on a whim will cause this kind of bull$h1t...yeah 50g isn't much, but it adds up and
prevents people from doing this too often.

1. I am a healer and the other healers out there will be able to vouch for this. I sign onto my healer because I like to raid for the majority of the part. And when I enter LFG I get into a group in less then a minute. Now when dual spec will kill this... luxury.
You seem to think everyone wants to heal, they just don't because they dont want to drop 50g to do it. People don't want to be a healer because they don't want to be a healer. The majority of people HATE healing, really. You don't see it because you like it. People won't heal because they can, they won't heal because they don't want to and that won't change.
2. As a part of my first statement there will be a bunch of... "unskilled" player trying to heal a heroic run without the experience and/or gear. There will be plenty of wipes that are not needed. A gear doesn't make the healer unlike some other roles in the game.
If someone does use dual-spec to heal and they suck at it, A) They won't get invited into groups in the future, I don't know about your memory, but I remember who is good and who isn't. B) They won't continue healing if they suck as why would they want to keep wiping? C) It won't even happen anyways because most people heal because they want to and don't because they HATE it.
3. Gear is the most important part. With the implementation of spell power in wrath. I see gear being passed out to people who do not know they're class and what they need it a peace of gear. With dual spec people will want to role on other sets that are not they're 'main'. How will 'pugs' know if that is you're main spec or if you are ever that spec once in you're life.
You just said "gear doesn't make the healer unlike some other roles in the game". Now you are saying "Gear is the most important part". Dude. For roll etiquette it might get a little more complicated if people chose it to, but you could always say "Roll only current spec unless no one else needs then roll on off (dual) spec". Thats what I do right now, dual-spec shouldn't change it just because it doesn't cost 50g to respec.

Bad DPS will make bad healers/tanks. Good DPS will make good healers/tanks. Tanking and healing is no longer any harder than doing great DPS. It all boils down to gear (easy to get) AND the player controlling the toon.
I disagree completely. Tanking and healing are both much more difficult than DPS'ing.
DPS'ing if you slack off a bit maybe you go down a notch on the damage meters but that's it.
If you slack off a bit tanking, maybe you miss an add and some DPS dies, or you miss an add and the healer goes down WIPE.
The healer can't slack off AT ALL. If you've healed the harder heroics even with +2k healing gear you'd know this. Your constantly at attention watching the acceleration of peoples health go down and judging (in my case druid) what hots to use where and what direct heals to use when while watching everyone. Watching 5 things at once AND your position AND your adds AND debufs you have to do (e.g. remove poison) on members is a @#$% of a lot harder than mashing your macro button or jugling your 4 keys you push for your DPS on a single target.

Of course, this kind of situation could be sorted out by saying that you want the piece of gear before you ever start the instance.
Switching specs on a whim will cause this kind of bull$h1t...yeah 50g isn't much, but it adds up and prevents people from doing this too often.
This sort of situation happens all the time now, I don't see how having duel specs is going to change anything.
