Many players on both sides have a "live and let live" type policy when it comes to leveling/questing. That's not to say that there aren't some who also use the "if it's red it's dead" policy.
Personally, if I'm trying to quest/level on an alt, I'll leave the other side alone. If I do kill a player of the opposing faction, I don't camp .(Everyone has a level 80 alt now, and this can be counter productive to the whole "I'm trying to level" thing). If you are intent on PvPing while leveling, my advice would be don't camp or /emote anyone. Thats your call though.
If your level capped it's a whole new ballgame too me.

just depends on how much you hate the other faction to be honest like me for instance I started playing this game when the beta came out and there was always camping and always killing. so if I see someone that is red I usually kill them. however, I have not been one to camp someone unless they %^&*ed me off. I have let people go before and went on to questing and they ended up comeing behind me and killing me when I was low on health. but its your call and depends on how much you were camped or killed while lvling. Now if you are lvl 80 then it just depends if i want to waist my time to kill you or not.

So I'm pretty new to WoW and to PvP servers (about 3 months so far). I'd like a little etiquette clarification:
The situation: I'm wandering around. I see someone of the opposite faction fighting a mob. They're facing me (so they should be able to see me coming). They're around equal lvl to me (lets say +- 1 lvl). they're not seriously injured. Is it rude to attack?
If it is rude, how much time should I give them to recover? A few seconds? let them finish the mob so they only have to fight me? Let me know because I want to have fun, but I don't want to act out of bounds either.
There is no "out of bounds". There is no universal etiquette. Regardless of what super-casuals will tell you, this is a game; a game based on and even named after War. They are enemies; enemies who chose to roll on a PvP server where they're open to all sorts of attacks.
If you play by any other logic, you don't belong on a PvP server. The developers specifically chose to throw PvE servers into the game to cater to casual carebears.

Honestly, if the person is my level and can't manage to kill me at least once, they deserve to be mutilated over and over. Of course I'm not going to dedicate hours to making somebody's life hell, but I'm not going to hold back on having fun--or teaching them a lesson--either. Like I said, this is a game; it isn't church;

is pure foolishness and idiocy; and there's a good reason the term
carebear
is used in such a derogatory way.
Also, /emotes are just plain funny. Anyone stupid enough to get honestly angered by them deserves the high blood pressure they're giving themselves. They're honestly a good way of showing faction pride that any good player should naturally have. It's certainly not a bad thing to be enthusiastic and proud of what you play. That's the spirit of multiplayer gaming.

The proper Horde way to gank is to wait for them to finish killing the mob, then attack. This way they have a little hp as possiable >-<. "If it's red it's dead" not matter what lvl..........Horde Country Stormreaver.....

It depends on your class really. If you are a rogue, I would jump them, get your quest done before they res, and move on. Nothing is worse than getting jumped out of stealth. Same goes for a few classes, the squishies need to gank, or some punk will come up and 2 shot you just because they can. If you are a ret paladin, chances are while questing they will leave you alone on the policy that you will have probably DS and LoH available at any point in time while questing. If you are a prot spec'd class, they will wait till you aggro 10 mobs, otherwise, you are too difficult to kill.
That's the general basics of PvP from what I've seen. If you have quest gear, and are a squishy, you may want to kill them before they get a chance to kill you. Make sure they aren't wearing pvp gear before you go all gung ho on them. That will be a rude awakening when you jump them, and they wtf pown you for the attempt, and camp you thru one res just because you tried to kill them.
Same level, with greater than 2k hp advantage, they are probably in pvp gear or a tank. Bad idea.
As for etiquette, if you camp, you are asking to get camped in return. Gank, and move on.
If you move on after the kill, chances are you won't really get owned in return. Make sure you keep your eyes open tho. They may want revenge. If they do, you can try a /salute followed by a /bye, and move away. Sometimes that will be a way of saying "well played, lets go our seperate ways and attend to our business".

Me personally, I always kill enemy players if I have the chance. I dunno why, maybe it's just living up to the mean and merciless reputation that the Undead have in Warcraft, but above all: it's fun!
And afterwards, I /spit and /laugh on them, and Cannibalize their corpse, and run away and leave them alone.
The way I see it, killing someone once on a PvP server doesn't really qualify as ganking.
That would be the definition of ganking.
The good thing tho, is you aren't camping like the little 10 year olds that think it's fun to make a person's leveling grind twice as long as it should because they have an 80 rogue and fail at doing actual end game pvp.

pvp server = kill who you wanna kill
if someone is offended for being killed they probably shouldnt play on a PvP server, i know i would hate being killed while Qing, but i play on a PvE server. used to play a PvP tho so ive been there, just wasnt for me really.
