Dual Wielding + Deep Blood is a bad idea. Deep Blood relies most largely on weapon damage from strikes. With Dual Wielding, your weapons will be faster (ie lower Maximum Damage) and generally lower dps on a weapon by weapon basis. Adding to this is your runic power dump which ends up being Dancing Rune Weapon which will have lower damage than using a 2hd weapon, do to its nature.
Dual Wielding is most viable when relying primarily upon spells which only care about your AP (Strength) and not Strikes. To this end the popular Dual Wielding spec is 0/32/39, and is reliant on weapon Procced effects.
If your deadset on incorporating Blood into a Dual Wield spec, say to be different, the best you can do is go relatively shallow in it and crutch your build more on the talents of general utility.

Not good for DPS, no HB or SS, raiding... same as dps, leveling, hmm what are you leveling for with that build..., you do low damage, so i guess not good for all three
